SummaryWe are seeking a seasoned Procurement Consultant to join a dynamic public sector procurement team for an initial six-month engagement. This role involves collaborating with commissioners, service managers, operational teams, and subject matter experts to oversee a variety of procurement initiatives across different service areas. The goal is to achieve compliant, commercially sound, and value-oriented results. This position is ideal for a versatile procurement professional who thrives on managing diverse projects and fostering strong stakeholder relationships within a multifaceted organization.
Responsibilities- Provide procurement expertise throughout the entire procurement lifecycle.
- Lead pre-market and supplier engagement activities.
- Advise stakeholders on procurement routes and strategic approaches.
- Develop procurement strategies and assist with governance approvals.
- Support specification development and serve as a trusted procurement advisor.
- Create and review procurement documents and tender packages.
- Design commercial models and pricing structures.
- Develop evaluation criteria, weightings, and scoring methodologies.
- Manage procurement processes using eTendering systems such as Delta and Mercell.
- Handle supplier communications and procurement clarifications.
- Facilitate competitive dialogue and negotiation processes as needed.
- Lead tender evaluations and moderation sessions.
- Prepare award recommendations and governance reports.
- Support contract mobilization and handover activities.
- Build strong relationships with stakeholders across various service areas.
- Mentor and support a Procurement Apprentice when necessary.
Requirements:
- Demonstrated experience in delivering end-to-end public sector procurement projects.
- In-depth knowledge of UK Public Procurement Regulations and best practices.
- Experience in developing procurement strategies and managing complex procurement exercises.
- Excellent skills in stakeholder engagement and relationship management.
- Strong commercial acumen and negotiation abilities.
- Experience collaborating with operational, technical, and commissioning teams.
- Proficiency in using eTendering systems like Delta, Mercell, Proactis, Atamis, or similar platforms.
- Strong project management, communication, and facilitation skills.
- Ability to effectively manage multiple projects and competing priorities.
- Experience in local authority or broader public sector procurement.
- MCIPS qualification or progress towards MCIPS.
