Summary

The Town of Shrewsbury is seeking a highly motivated and skilled Public Works Inspector to join our dynamic Public Works team. This professional, field-focused role involves overseeing public works construction projects, ensuring compliance with regulatory standards, and supporting the planning and management of municipal infrastructure projects.

As a Public Works Inspector, you’ll play a vital role in keeping Shrewsbury’s infrastructure safe, efficient, and reliable. You’ll be on the front lines of a diverse and active capital program that includes construction of a PFAS water treatment plant, pump station upgrades, an aggressive road and sidewalk improvement plan coordinated with water and sewer upgrades, and the construction of a cemetery expansion with a passive recreation component.

From roadway and utility construction to critical water and sewer system improvements, you’ll help ensure each project is delivered to the Town’s high standards for quality, safety, and regulatory compliance.

What You’ll Do
  • Conduct daily inspections of public works, utility, subdivision, and private development projects to ensure compliance with approved plans, permits, and regulations.
  • Serve as Clerk of the Works for Town-funded projects, monitoring contractor performance, documenting progress, and ensuring projects meet specifications and schedules.
  • Inspect roadways, sidewalks, drainage, water/sewer, and other infrastructure improvements.
  • Evaluate site and geotechnical conditions, including soil stability, compaction, excavation, and slope stabilization.
  • Oversee blasting operations, erosion control measures, stormwater management, and environmental protection practices.
  • Track project progress, conduct final inspections, and provide recommendations for bond releases.
  • Assist with engineering studies, construction surveys, project bids, and capital improvement initiatives.
  • Prepare required state and federal reports and maintain accurate records and GIS infrastructure data.
  • Manage the Town’s water conservation program and participate in public outreach and education.
  • Support GIS efforts through data collection in the field.
Education & Experience
  • Bachelor’s degree in Civil Engineering, Construction Management, Project Management, or related field and 3–5 years of progressively responsible experience in public works construction inspection, municipal infrastructure, or engineering project management, or any equivalent combination of education and experience.
  • Prior municipal experience preferred. Valid Massachusetts Driver’s License required; ability to complete OSHA, soil/erosion control, blasting safety, or other certifications as assigned.
Knowledge, Skills & Abilities
  • Knowledge of civil engineering, public works construction, utility installation, roadway and sidewalk construction, and infrastructure maintenance.
  • Understanding of geotechnical concepts, excavation safety, and state/federal regulations for water, wastewater, and stormwater systems.
  • Proficiency with CAD, GIS, Google Workspace, asset management software, and GPS based surveying tools.
  • Ability to read and interpret plans, inspect construction work, maintain detailed records, and communicate effectively with contractors, consultants, staff, and the public.
  • Skilled in field instrumentation, GPS/GIS devices, and inspection tools.
Working Conditions & Physical Demands
  • Work is performed in both office and field settings, with field inspections involving walking, standing, climbing, crouching, and navigating uneven terrain.
  • Must occasionally lift up to 60 pounds and operate a motor vehicle safely.
  • Fieldwork exposes employees to variable weather, loud noise, heavy equipment, dust, and fumes.
  • Frequent interaction with the public, contractors, engineers, and multiple town and state agencies.
