Business/Systems Analyst

A Business/Systems Analyst is required to work in Government Center area on behalf of the Client during all phases of the system development lifecycle (SDLC) to support interfaces to Client. Among other things, the System Analyst will be responsible for the following:

• Understand and apply Federal and Commonwealth data security and privacy regulations and guidance to exchanges of data as appropriate.
• Develop test cases and participate in system testing.
• Work with technical staff during interface development and deployment to ensure compliance standards are met.
• Understand and assess current Data Use Agreements (DUAs), Memoranda of Understanding (MOU), Interagency Service Agreements (ISAs), and other agreements that exist governing the exchange and use of data. This support will range from explaining how the interface will work, what data will be exchanged, how the data will be used, how the data will be protected, who will use the data, and more.
• Serve as the project expert and go-to person for Client.

Qualifications:

• Bachelor’s degree in computer science or information systems or equivalent education/work experience
• 3-6+ years of experience in business analyst techniques
• Expert knowledge of systems and/or business analysis/design concepts
• 3+ years of experience working in Desktop/Intranet and web environments
• Must be self-motivated, well organized and have strong innovation and facilitation skills
• Proven oral and written communication skills; excellent business presentation skills; ability to work independently
• Proficient in English grammar, usage, mechanics and composition
• Ability to effectively use MS Office tools, including Visio, Project, Word, Excel, MS Access and Power Point
• Ability to effectively utilize external vendors and resources throughout the organization
• Demonstrated success at building team relationships and partnerships across organizational lines
• Experience in SQL, Clear-Quest, and Test Manager reporting tools a plus
• A thorough understanding of relational databases and data models
