SUMMARY

This position assists the City Engineer in reviewing and oversight of the design and construction of internal and external projects for water, sewer, street, and drainage projects. Responsible for maintaining maps, graphics, and record drawings for streets, water lines, sewer lines, and other City infrastructure. Under the guidance of the City Engineer, this position is responsible for the MS4 stormwater and for review of all project submissions to verify city code and drainage criteria compliance.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Provides technical assistance to the public, City staff, engineers, architects, developers and other interested parties regarding engineering related items.
  • Prepares preliminary and final designs and plans from field notes, data files, drawings, plotting profiles and cross sections under the guidance of the City Engineer.
  • Prepares drawings of streets, structures, sewers, storm drains, water and other utility plans for review by the City Engineer.
  • Calculates areas and performs other necessary mathematical computations.
  • Assists in coordinating activities necessary for the execution and implementation of capital projects.
  • Acquires right-of-way easements, permits and other related documentation as needed.
  • Ability to interpret and communicate and understand technical jargon effectively with the City Engineer to relay complex engineering issues as a liaison between the field crew and City Engineer.
  • Perform other related duties as required or assigned.
  • Under supervision and guidance by the City Engineer, the Engineering Technician may provide assistance in the office and/or field to review and interpret complex drainage reports and civil engineering drawings for compliance and best engineering practices.

    BASIC KNOWLEDGE
  • Principles and practices of engineering, including engineering mathematics.
  • Methods of surveying, drafting, engineering design, property lines, rights-of-way, easements, deed descriptions, and traffic analysis.
  • Computer aided drafting programs including but not limited to AutoCAD.
  • ABILITY TO:
  • Interpret and apply policies, procedures, laws, codes, and regulations pertaining to basic engineering.
  • Read and interpret technical plans and reports.
  • Establish and maintain effective working relationships with the public, City staff, engineers, architects, developers, and other interested parties regarding engineering related items.
  • Communicate technical jargon clearly and concisely, both orally and in writing with the development community, general public, and internal customers.
  • Apply mathematical concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Prepare daily correspondence and logbooks for engineering projects.
  • Prepare drawings for streets, structures, sewers, storm drains, water, and other utility plans.
  • Read and interpret engineering sketches, maps, survey fuel notes, engineering drawings, and aerial photographs.
  • Compute areas, angles, grades, elevations, boundaries, distances, volumes, and traverses.
  • Read and interpret drainage reports and plans REQUIRED.
  • EDUCATION and/or EXPERIENCE

    Associate’s degree in Engineering Technology from a two‑year college or university and two years of related experience or a Bachelor's degree in Civil Engineering with one year of related experience.

    Proof of taking a hydrology course required for all candidates through submission of official transcript.

    LANGUAGE SKILLS

    Bilingual (English & Spanish) preferred.

    Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to top management, public groups, and/or Board of Directors.

    MATHEMATICAL SKILLS

    Ability to work with mathematical concepts such as probability and statistical inference and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

    REASONING ABILITY

    Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

    CERTIFICATIONS, LICENSES, REGISTRATIONS (if required)
    • Must possess a valid driver's license.
    • Professional Civil Engineer Registration and License in the State of Arkansas or the ability to obtain within (6) months preferred.
