Position: Transportation Planner (Open Until Filled)

TRANSPORTATION PLANNER FT/REGULAR EXEMPT - LEVEL 14 SALARY: $34.41 GENERAL DEFINITION

The purpose of this position is to manage, oversee and implement transportation planning activities, projects and program development.

SUPERVISION RECEIVED

Work is performed under the direct supervision from the Civil Engineer

SUPERVISION EXERCISED

May supervise Tribal Roads and Road Maintenance staff when delegated.

DUTIES
  • Develop and propose transportation projects and planning activities.
    • Coordinate and oversee preparation of all comprehensive and transportation planning studies or activities.
    • Develop transportation strategies that incorporate the needs of all transportation modal users.
    • Reviews or assists in the review of development proposals and site plans.
    • Maintains and provides updates and inventories of roads and bridges on the Tribe’s National Tribal Transportation Facility Inventory (NTTFI).
      • Periodic updating may be necessary, through the Bureau’s Road Inventory Field Data System (RIFDS).
    • Review and update the Tribe’s Long – Range Transportation Plan (LRTP), through annual or bi-annual reviews.
    • Research, prepare and assist in preparing proposals for funding to support planning, transportation infrastructure development.
    • Assist in developing of transportation priority project listing.
    • Assist with the preparations of Request for Proposals (RFPs)/Request for Quotes (RFQs) and Scope of Work (SOW) for selection of engineering firms for community development projects
    • Administers and coordinates all transportation related goals and objectives for Zuni Tribe.
  • Implement transportation planning activities, project and program development.
    • Review of Roadway Designs, Planning Documents, supplemental specifications and environmental documents.
    • Conduct construction inspection and construction oversight. Interpret State and/or Federal standard specifications for highway and bridge construction.
    • Communicate with contractors, vendors and/or suppliers on allowable use of construction materials or interpretation of specification requirements.
    • Read, interpret and correct right-of-way and legal description documents.
    • Report construction activities to ensure contract compliance.
    • Perform mapping in ArcGIS, Arcview GIS or other global information system for updating in the NTTFI system.
    • Performs public outreach informing community members of the existing conditions of the transportation system and identifies community transportation issues.
    • Review plans to determine compliance with regulations and to apply regulations to field conditions.
    • Conducts community surveys, field evaluations and assessments.
  • Develops planning studies and reports in support of new and updated plans, programs and regulations.
    • Actively participates with local government, state transportation and/or other federal agencies in seeking grant opportunities for transportation projects that are of regional importance.
    • Review variety of discretionary grant funding opportunities for local road projects that would have a potential to qualify for funds.
    • Conduct planning meetings with Tribal officials and staff, compile data, develop or update transportation comprehensive plan and provide project management for funded projects.
    • Attend webinars, ZOOM, in-person, teleconference calls or national conferences, to collect transportation grant funding opportunities for transportation projects benefiting the local community.
    • Attend and actively participate in New Mexico Regional Transportation Planning (NMRTPO) meetings, and other local transportation conferences.
    • Attend trainings to the Bureau’s Road Inventory Field Date System (RIFDS) to add, delete and update Zuni’s road inventory system. Certification is required.
  • Assist Civil Engineer on programmatic deliverables.
    • Prepares and present detailed reports on development proposals to the Tribal Council and Administration
    • Plan and schedule week-to-week road maintenance program activities.
    • Assist in updating the tribal transportation program’s transportation improvement project listing.
    • Assist in updating program inventory of equipment and vehicles.
    • Assist other Zuni tribal program or community needs.
    • Performs other duties as assigned.
