Under the direction of the Detention Center Administrator or Assistant Detention Administrator;
Lieutenants plan, organize and direct the activities of the Grant County Detention Center to ensure health, safety and welfare of the detainees and the continuous safety and secure operations of the facility.

Responsibilities
  • Oversees and is responsible for all functions, logistics and operations of the facility during their shift assignment.
  • Responsible for overseeing the intake and release procedures; maintains control and prevents the disruption of activities or injury; and maintains continuity in detention center operations and detention center programs.
  • Ensures the supervision of inmates that are allowed privileges for efficiently and conformance to standards.
  • Reviews scheduling of the daily, weekly and monthly posts to assure maximum security of facility.
  • Works independently monitoring addressing all daily security issues both short term and long term.
  • Responsible for the oversight of the Booking, Dispositions and Transport departments ensuring that all legal process are adhered to according to facility policy on intakes and releases.
  • Assures that departmental and county policies and procedures are followed.
  • Responds to and coordinates actions on complaints and/or investigations; manages critical incidents; responds to incidents that occur with inmates or involved situations; ensures all workers’ compensation injures are reported and attended to keeps administration superiors abreast of potential issues.
  • Recommends personal improvement plans for Detention Sergeants and Officers; coordinates and modifies scheduled leave and training to ensure adequate staffing levels; performs employee evaluations and recommends disciplinary action prior to infractions; serves as the liaison between shift and upper administration; approves subordinate reports and makes recommendations.
  • Attends meetings, briefings and trainings.
  • Must be willing to work a flexible schedule.
Administrative Tasks
  • Will review various reports to ensure that all related fields in the Inmate Management System are being updated with the required information.
  • Ensure all reports are placed into the Inmate Management System.
  • Review on a daily basis the Inmate Management Information System with consideration on any upcoming Disciplinary Hearings, Disciplinary Completion and Administrative Sanctions etc.
  • Will monitor excessive abuse of staff calling off in conjunction to their days off and take appropriate action.
  • Will ensure supervisors are trained in the proper procedure to video tape and photograph specific incidents which might require the Use of Force. In addition, understand the proper procedures for chain of custody.
  • Will meet randomly during the day with the Administrators and inform them of any situation which has occurred. In addition, at the end of each shift will communicate with the Administrators via meeting or phone of any issues or circumstances that might be pending as well as a final debriefing.
  • Ensure Probationary Officers are being evaluated on a timely manner by the assigned supervisor or staff. Review all assessments and if necessary provide additional training in order for the Probationary Officer not to fail.
  • In the even that an extension is warranted, ensure the proper documentation is submitted based on the Probation Evaluations Forms and identify the specific areas of concern.
  • When instructed by the Administrators to initiates the Critical Incident Guide Policy & Procedure, he/she will maintain a detailed record i.e. (time, situation etc.) of the exercise and debrief all participants. In addition, will use the exercise as a training instrument.
  • Ensure staff follows policy & procedure during the absence of the Medical Provider regarding medical emergency transports to GRMC.
  • Ensure a visiting schedule is completed weekly utilizing the visiting computer and will review the report.
  • Conduct random inspections of all the facility with the Shift Sergeant. Document the inspections and initiate corrective action as appropriate.
  • Ensure annual reviews are completed on all Shift Supervisors on their anniversary date. To include any corrective action if warranted and submit the reviews to Administration.
  • Ensure the Shift Supervisor performs annual or periodic performance reviews on staff and submits them to the Facility Administrator after careful review.
  • Ensure that he/she is attending training to enhance their knowledge to new ideas regarding Detention Center techniques.
  • Ensure he/she are familiarized with the new legislative changes pertaining to Detention Centers and assist in updating policies and procedures.
