Position: Program Analyst (Clinical Affairs)
Overview

Program Analyst (Clinical Affairs) role at The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF). The Traumatic Brain Injury Center of Excellence (TBICoE) is in Silver Spring, MD, and is a branch of the Research Support Division in the Research and Engineering Directorate (R&E) of the Defense Health Agency (DHA). TBICoE supports warfighter brain health and readiness by advancing the traumatic brain injury state of the science and clinical standards.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine.

This position is contingent upon contract award.

Responsibilities
  • Serve as main point of contact and liaison between internal and external stakeholders (i.e. Principal Investigators, Program Sponsors, organizational leadership and project management teams). Establish and maintain effective working relationships on matters of mutual interest. Track and report on progress and outcomes.
  • Manage key program elements, including but not limited to goals and milestones, risks, available resources, budgets, standard operating procedures, quality control, and results. Identify project interdependencies, aligning resources and efforts where appropriate.
  • Supervise, advise and guide Project Managers and technical staff throughout the program lifecycle, focusing on the strategic direction of the projects. Take corrective action as needed.
  • Support and participate in planning, creation and submission of proposals and agreements as requested.
Supervisory Responsibilities
  • Direct Supervisor:
    Direct authority to make decisions on employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and direct work activities.
Qualifications

Education and Experience
  • Master’s Degree in administration or planning preferred.
  • Minimum of 3 years of program management experience preferred.
  • Minimum of 3 years of experience implementing and administering a health program preferred.
  • Prior experience within the DoD/VA systems of care required.
Required Knowledge,

Skills And Abilities
  • General awareness of federal budget processes and fundamental principles of project management
  • Excellent oral and written communication skills required.
  • Must be proficient with a multitude of Windows based, email and internet computer applications.
  • Excellent organizational and time management skills required.
  • Demonstrates accountability for practice through planned and continuous professional growth.
  • S/he must adhere to legal, professional and ethical codes with respect to confidentiality and privacy
  • Solid Interpersonal skills, including the ability to clearly communicate verbally and in writing, build and maintain teams, and identify and resolve problems
  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines
  • Working knowledge of a variety of software including but not limited to Microsoft Office, proposal/project tracking, and data analysis software
  • Prior experiences in the life sciences strongly preferred
  • US Citizenship and the ability to obtain and maintain a T3/Secret Clearance, including background check and drug screening.
Physical Capabilities
  • Lifting:
    Requires lifting materials up to 25 lbs.
  • Ability to stand or sit at a computer for prolonged periods.
Licenses and Certifications
  • Project Management Professional (PMP) preferred.
Work Environment
  • This position will take place primarily in an office setting.
Compensation
  • The annual salary range for this position is $64,200-$109,200. Actual salary will be determined based on experience, education, etc.
