@Orchard LLC is seeking an experienced Program Analyst to support a highly visible NOAA program. This position is contingent upon contract award.

The Program Analyst will provide program level support to the advisory board and various groups under the guidance of the leadership.

Key Responsibilities:
  • Plan and coordinate any program level support to the administrative and program management office.
  • Develop briefing packages required for the research group meetings.
  • Provide logistical support for all line office-related meetings.
  • Oversee the operations of internal councils and subcommittees, ensuring effective project planning, meeting facilitation, and timely completion of key deliverables
  • Provide independent support to senior advisory boards by managing complex research and analysis projects, ensuring organizational initiatives maintain the highest standards of quality and alignment with broader management and assessment goals.
  • Author high-level briefing materials, technical summaries, and educational content tailored to specific organizational portfolios and stakeholders.
  • Act as a point of contact for ad-hoc requests, providing data-driven insights and policy analysis to support informed decision-making and assessment processes.
  • Design and implement robust systems to collect, track, and evaluate data regarding industry developments, publications, and key performance metrics to guide portfolio strategy and future planning.
Required Qualifications:
  • Master’s Degree in environmental science, marine science, or related fields in preferred.
  • Minimum 6 years of experience in the field or in a related area
  • Prior experience in a NOAA program office and/or NOAA contract experience with solid understanding of NOAA systems, processes and policies is required.
  • Strong presentation, writing, and communication skills.
  • Experience preparing leadership briefing materials, memoranda, and presentations.
