Salary range above represents the earning potential for this position. The anticipated hiring range for this position will be $73,569 - $116,578, based on the candidate's qualifications and experience.

WHO WE ARE

Montgomery County Department of Transportation (MCDOT) Division of Parking Management manages the operations and maintenance of parking garages and lots within the central business districts of Bethesda, Silver Spring, and Wheaton, as well as transit areas throughout the County. The program supports the comprehensive development of these districts and promotes their economic growth and stability by supplying sufficient parking to accommodate public demand.

WE ARE LOOKING FOR

The MCDOT Division of Parking Management is currently recruiting for a Transportation Contract Compliance Inspector II, Grade 22 position within the Engineering and Capital Project Management Section.

This program is responsible for the maintenance of all parking lots, garages, and surrounding grounds, including transit areas. Facilities maintenance is performed at a level designed to ensure both the operational integrity of the facilities and the safety of parking patrons. Maintenance activities include high level Program Management support handling projects related to snow and ice removal; housekeeping services; equipment maintenance for elevators, electrical systems, and heating, ventilation, and air conditioning (HVAC) systems;

and facility repairs including damaged glass, asphalt, concrete, plumbing, painting, striping, graffiti removal, door frames, brick and block, meter posts, and woodwork affected by vandalism, use, or age. Groundskeeping services are also included.

The employee is responsible for preparing contracts, conducting inspections, and monitoring work performed at public parking facilities (garages and lots) to ensure that contractors deliver all duties and services as specified in the contract documents.

Other duties include:
  • Resolving issues related to contractor performance
  • Investigating and addressing citizen and customer complaints regarding contracted services
  • Collecting data, maintaining records, and preparing correspondence and reports related to contracts and contracted services
  • Reviewing contractor invoices and making recommendations regarding payment
  • Recommending updates or changes to contract documents based on experience and observations from monitored services
  • Budget preparation and tracking
Additional Information

The employee's work schedule is Monday through Friday, from 6:00 AM to 2:30 PM.

The ability to work a flexible schedule, including occasional adjustments to the regular work hours listed above, is required. Overtime is mandatory for planned and unplanned emergencies, including snow and ice control.

Individuals selected for this position will be designated as essential employees. Essential employees must report to work during periods of general emergency or when liberal leave is in effect. The employee will be required to drive a vehicle to perform maintenance field work, including visiting construction sites to conduct inspections and oversee work projects. This position also requires the ability to attend meetings or perform work at locations outside the office.

Experience

Two (2) years of experience performing program or project management, contract administration, or Capital Improvement Project support work.

Education

Graduation from an accredited college or university with a bachelor's degree in business administration, public administration, construction management, or a related field.

Equivalency

An equivalent combination of education and work experience may be substituted.

Licenses

Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence.
