Project Details (Size, SOW, Site Background, etc.):

* SOW:
Support the GSA Project Managers, providing recommendations to ensure the project goals and objectives are met for each of the listed GSA design and construction projects. Coordinate all work, schedules, construction, meetings, and other duties with GSA, the tenant, and the Construction Contractor. The CM shall operate in both anticipatory and reactive modes. The CM must take the initiative, act in advance to generate activity, and follow up so that all construction activities are started and completed on time.

The CM shall use any applicable GSA forms and procedures as instructed by the Government.

Daily Responsibilities:

* Most construction project work will occur during normal business working hours 6:00am- 6:00pm. There will be requirements to work part-time and/or full-time (hours will vary) during non-business hours (6:00pm - 6:00am, weekends, and holidays) onsite during construction activities to maintain functionality of occupied spaces

* Monitor the performance of various listed GSA design and construction projects and keep all files and programs updated.

* Make recommendations to the COR for any final decisions or reviews/approvals on behalf of the federal government.

* Provide technical support at project concept stage to develop planning, scope, and estimate.

* Provide recommendations as to type of contracting approach and documentation to support eventual contracting.

* Provide support with SOW and IGE for study, design, and/or design/build, and construction.

* Provide technical evaluations and adjustments to IGEs related to all types of contracts.

* Participate in negotiations as required by the Contracting Officer.

* Monitor project objectives in the Construction Contractor's scope of work with GSA, notify the COR when project objectives are going off track or not being met. Recommend strategies for re-directing performance by the Construction Contractor to meet stated objectives.

* Observe and make recommendations to the Construction Contractor ensuring a safe work environment during construction for workers and authorized visitors on the construction site.

* Manage the completion of the project with the spirit of partnering and without litigation.

* Provide timely reports and communications at all levels to all stakeholders.

* Recommend viable cost saving or cost reduction alternatives when possible.

* Ensure that all sensitive documents are stored, handled, distributed, archived, and destroyed according to established project procedures.

* Review and verify that the design and construction adhere to all design and construction codes and quality requirements.

* Review construction schedules against established contract dates.

* Follow all security requirements in the delivery of this project.

* Ensure all work, minimally, complies with industry quality standards for the unique application.

* Ensure that the construction adheres to the construction documents and specifications developed in the design phase of the contract.

* Provide other supporting functions to implement the GSA design and construction projects and keep the White Oak Campus running as smoothly, effectively, and efficiently as possible.

Required Qualifications (Experience, Education, Certifications, Clearances, etc.):

* Bachelors degree in Construction Management (or similar technical degree) or evidence of work experience or knowledge to compensate for absence of higher education. A minimum of six (6) years of construction work experience may be substituted and shall be reviewed for acceptability.

* Working knowledge of construction practices and call upon this knowledge to assist in implementing the various plans set forth on the project including Quality Assurance, Safety, Time, Cost, Change and Information Management

* Familiar with the site operations of a General Contractor (with subordinate sub-contractors) and the process of managing a building construction operation.

* Experience in monitoring construction for Quality Assurance. Experience in preparing, analyzing, and identifying incongruities and deficiencies in the Contractor's work in relationship with the construction documents. In addition, they shall understand the baseline schedule and assist in determining the value of the acceptable work in place.

* Work experience on at least three completed projects of similar scale and difficulty in which he/she held a comparable position.

* Maintain daily progress reports and inspection reports and shall lead the inspection and quality assurance team assigned to projects to ensure timely and effective project oversight.
