Position: Training Redesign Consultant - Business Transformation (BT) Initiatives

Overview

Training Redesign Consultant - Business Transformation (BT) Initiatives at Pro Sidian Consulting supports a Federal Government engagement that regulates clinical investigations of products such as drugs, biological products, and medical devices. Work location is CONUS - Silver Spring, MD, with the option to work remotely.

Responsibilities
  • Coordinate analysis of existing training and develop new or updated training materials to support and improve the Federal Government agency's financial management courses and operations.
  • Ensure courseware adheres to agency training requirements and standard instructional design.
  • Identify and develop new training materials in response to newly created or identified roles, responsibilities, and work streams.
  • Submit a training plan and schedule with a detailed work breakdown structure, milestones, deliverables, durations, and task dependencies.
  • Assess training needs of financial management practitioners across the Agency and analyze data to inform courseware improvements and instructional evaluation efforts.
  • Devise a plan, tools, and metrics for establishing a training certification program based on current federal standards.
  • Provide consultation and perform instructional design functions; develop and update a comprehensive change management strategy and plan.
  • Evaluate the effectiveness of training to meet agency needs and update materials in a timely fashion in response to system, policy, or organizational changes.
  • Address blended ILT and vILT offerings, using blended instructional methods to reach learners who cannot attend in-person sessions and increase learner throughput.
Qualifications
  • Minimum of 8 years of experience designing, planning, and implementing financial training programs, policies, and procedures.
  • Bachelor's degree or technical training equivalent in a related field.
  • Proven ability to provide end-to-end program/project development from inception to completion with cross-functional impact and multiple technologies.
  • Experience delivering training needs analyses, needs assessments, agenda design, evaluation methods, trainer identification, resource location, and event planning (on-site or remote).
  • Ability to design a customizable curriculum focused on customer requirements and effective instructional delivery.
  • Experience conducting instructor-led training at multiple locations, delivering change management messages to leadership and end-users, and applying quality control standards to courseware.
  • Capability to conduct instructor-led classroom training, facilitate workshops, host online webinars, and assist with Help Desk tickets.
Location and Travel

This work is conducted primarily in CONUS - Silver Spring, MD, with the option to work remotely. Travel as required and approved by the Contracting Officer in advance, in accordance with Federal Travel Regulations.

Requirements
  • U.S. Citizenship Required
  • Excellent oral and written communication skills
  • Proficiency with Microsoft Office Products (Word, Excel, PowerPoint, Publisher) and related tools
  • Eligibility for a Facility Access Authorization (employment authorization) by the USG's designated Security Office
