Housing and Building Energy Programs (HBEP)

Our division administers a wide range of programs using various funding sources. The programs provide energy efficiency improvements that reduce costs to residents, increase comfort, improve health and safety, support local employment, and help meet the State’s climate goals.

Salary

Base salary range: $71,805.00–$80,868.00 per year, with potential for advancement up to $ per year based on qualifications and experience.

Location

7800 Harkins Road, Lanham, MD 20706. The Maryland Department of Housing and Community Development is located in Prince George’s County and is within walking distance of the New Carrollton Metro Stop, Amtrak, and MARC Train.

Position Duties

The successful candidate will be a highly skilled professional with thorough knowledge of building science, energy diagnostics, modeling methodologies, energy conservation measures, and related concepts to assure effective retrofits in residential buildings. The work includes energy efficiency, electrification, and repair for both single‑family and multifamily residential buildings. As part of the team, you will travel throughout Maryland conducting site visits to evaluate work performed by Energy Retrofit Service Providers and ensure compliance with program guidelines.

Key Responsibilities
  • Conduct site visits, including attic and crawlspace inspections, to monitor installation of energy efficiency measures and ensure compliance with approved documents and best practices.
  • Review energy audits, pricing, and other required documentation for acceptability, including scheduling and payment requests, to ensure compliance with all funding source requirements.
  • Provide training and technical assistance to network partners regarding energy modeling and project completion.
Minimum Qualifications
  • Education:

    Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Experience:

    Seven years of experience evaluating the risk involved in granting single‑family, multifamily, and commercial loans, government assistance programs, and/or construction management.
  • Substitution:
    Possession of a Bachelor’s degree in Business Administration, Architecture, Construction Management, Finance, Economics, Real Estate, Architecture, or related field plus three years of qualifying experience.
  • Substitution: U.S. Armed Forces military service experience as a commissioned officer in loan specialist or business and industry classification for the required experience.
Preferred Qualifications
  • Experience using energy diagnostic equipment such as a blower door system, infrared imager, combustion analyzer, or smoke generator.
  • Experience conducting independent inspections of residential building systems and energy efficiency measures to ensure installation is consistent with industry best practices.
  • Experience reviewing, analyzing, or producing energy modeling data or Manual J calculations for residential projects.
