• Planning, organizing and directing Utility Department activities.
• Providing technical engineering expertise.
• Coordinating work with County Administrator and department directors.
• Maintaining records and files.
• Preparing reports.
• Reporting to the Deputy County Administrator.

• Thorough knowledge of civil engineering principles, methods and techniques.
• Thorough knowledge of facility maintenance and repair practices.
• Extensive knowledge of water and wastewater systems operations, capital planning and regulatory requirements, storm water management, and soil erosion and sediment control.
• Ability to organize, plan and supervise the work of subordinate personnel.
• Ability to learn County Code related to Utility/Engineering operations.
• Ability to establish and maintain effective working relationships with the Board of Supervisors, other government officials, associates and the general public.
• Ability to communicate effectively both orally and in writing; ability to prepare technical reports.
• Graduation from an accredited college or university with major coursework in civil engineering and extensive civil engineering and utilities experience.
• Five years minimum experience as a Professional Engineer or equivalent and a minimum of five years of supervisory or managerial experience.
• Registration as a Professional Engineer in Virginia is favorable; if registered out of state, Virginia certification may be required within one (1) year.
• Successful completion of pre-employment drug testing and criminal background check, including fingerprinting.
