Summary
This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), with vacancies in Silver Spring, Maryland;
Durham, New Hampshire;
Norfolk, Virginia; or Seattle, Washington.
This position will be filled under the DOC Alternative Personnel System (CAPS). Under CAPS, positions are classified by career, pay plan, and pay band. The ZP‑4 is equivalent to the GS‑13/14.
DutiesAs a Supervisory Physical Scientist, you will perform the following duties:
- Serve as Branch Chief for the Hydrographic Surveys Division Operations Branch to coordinate projects such as hydrographic survey priorities, project instructions, data review and resulting products, contract administration, and policies and procedures maintenance, in order to enable the effective use of NOAA hydrographic resources.
- Plan, manage and supervise Branch resources effectively to provide required products and services. Lead and manage employees, operations, and process improvements by providing technical supervision and guidance to increase output and enhance employee professional development and workplace environment.
- Communicate with internal and external partners and customers to refine hydrographic survey requirements and workflow efficiency, to supervise the execution of the hydrographic survey projects, and to support new products and needs. Establish and manage goals and objectives to support a hydrographic surveys office to meet internal and external customer requirements.
- Applicants must be U.S. citizens.
- Suitable for Federal employment, as determined by background investigation.
- Must be registered for Selective Service, if applicable.
- Qualification requirements must be met by the closing date of the announcement.
- One year probationary period may be required.
- A one year supervisory probationary period may be required (probationary period can be served concurrently).
- Payment of relocation expenses (PCS) is not authorized.
- Payment of recruitment incentives may be authorized.
- This position requires Moderate Risk Security Clearance.
- Background investigation will be required. Continued employment is subject to applicant's successful completion of security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

QualificationsBaseline qualifications include one full year (52 weeks) of specialized experience in hydrographic surveying lifecycle and related skills. Additional requirements for GS‑14 level include:
- Performing aspects of the hydrographic surveying lifecycle such as survey area prioritization, project requirements development, data acquisition, processing, review, and product generation.
- Analyzing and processing hydrographic data using geographic information systems to review and provide information on charted information in survey areas.
- Coordinating work for personnel performing work related to hydrographic survey operations and presenting hydrographic information to internal and external stakeholders.
Applicants must meet the Basic Education Requirement: a degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics, OR an equivalent combination of education and experience.
