Data Networks, Inc (DNC), a subsidiary of ASRC Federal Holding Company, is currently recruiting for an Accountant to support a federal government agency. This position will be responsible for planning, developing, delivering, and tracking change management deliverables including communications, training, stakeholder engagement, change impact assessment, organizational readiness analysis, coaching, resistance management, and change reinforcement.

The duties for this role may include, but are not limited to:
  • Support monthly reporting for assigned general ledgers including research, analysis, and reconciliation and make recommendations for resolution of issues and help execute actions.
  • Reconcile populations in the Oracle Accounting System to the legacy accounting system and perform reconciliation of outstanding receivables transactions against the general ledger accounts.
  • Interview key stakeholders, review existing process documentation and current “as is” and “to be” documentation for processing financial transactions.
  • Analyze transactions for compliance with TRM guidance including appropriate attributes.
  • Analyze trial balance files for compliance with Treasury Tie Points.
  • Support the OCFO in areas of audit readiness, audit response and management, and accounting advisory services.
  • Assist with the planning and execution of corrective action plans.
  • Document clients' current and future processes both graphically (process maps, diagrams) and with written text.
  • Support the development of methodologies to address specific financial management issues.
  • Proactively build relationships and communicate effectively with the client to provide superior client service.
  • Assist in the analysis, research and support of technical accounting issues.
  • Demonstrate excellent team skills, positive attitude and high ethical standards.
Client Overview:

The successful candidate will join a team of civil servants and contractors at the National Oceanic and Atmospheric Administration (NOAA), Office of the Chief Financial Officer (OCFO). The OCFO is responsible for the financial leadership of NOAA and its primary duty is to uphold strong financial management and accountability while providing timely, accurate, and reliable financial information and enhancing internal control.

Qualifications:
  • Bachelor’s Degree plus 2-4 years' relevant experience.
  • Must be a U.S. citizen or permanent resident with ability to pass a Government background investigation.
  • Experience with Audit readiness support, audit finding remediation, internal controls, and financial planning and analysis.
  • Experience with/knowledge of U.S. federal financial regulations.
  • Comfortable in working across multiple stakeholders and groups, while managing multiple competing priorities.
  • Highly organized and punctual.
  • Ability to multitask and manage multiple projects in a high pace working environment.
  • Ability to understand and prioritize customer needs.
  • Skill in using discretion and tact when dealing with all levels of seniority.
  • Ability to initiate action independently after having been given general guidance/direction.
  • Ability to adapt well to change.
Preferred Experience:
  • Demonstrated ability to be a trusted advocate for the customer.
  • Existing knowledge of NOAA financial systems a plus.
