Overview

IBSS is seeking a Program Analyst – Budget & Financial Operations Support to provide mission‑critical analytical and operational support for budget execution, financial planning, internal controls, and business operations across NOAA National Weather Service Headquarters programs. The selected candidate will assist with financial analysis, budget formulation and execution tracking, internal controls documentation, and process improvement initiatives to ensure accuracy, compliance, and efficiency in federal financial operations.

Key Responsibilities Financial Data Analysis & Reporting
  • Collect, validate, and analyze financial and operational data from multiple federal financial systems
  • Develop and maintain financial reports, dashboards, and performance visualizations (e.g., budget vs. actuals, variance analysis, execution tracking, burn rates)
  • Perform data quality checks to ensure accuracy, completeness, and consistency of financial data
  • Identify financial trends, risks, and operational insights to support leadership decision‑making
Budget Formulation & Execution Support
  • Assist in the development, consolidation, and submission of annual and multi‑year budget plans
  • Track budget execution, including obligations, commitments, expenditures, and funding status
  • Support forecasting activities, including spend plans, projections, and reprogramming requests
  • Provide analytical support for resource allocation, prioritization, and financial planning decisions
Internal Controls & Compliance Support
  • Support documentation and maintenance of internal control processes and procedures (e.g., OMB A‑123 alignment)
  • Assist in monitoring compliance with Federal, DOC, and NOAA financial policies and regulations
  • Support the preparation of audit documentation, responses, and corrective action tracking
  • Assist in identifying and assessing financial and operational risks
Process Improvement & Business Operations Support
  • Identify opportunities to improve financial and administrative processes
  • Support development, documentation, and maintenance of Standard Operating Procedures (SOPs)
  • Assist in the implementation of improved reporting, tracking, and reconciliation processes
  • Provide analytical support for financial system improvements and operational modernization efforts
Stakeholder Communication & Reporting
  • Communicate financial findings clearly to technical and non‑financial stakeholders
  • Prepare briefing materials, reports, and presentations for leadership and program reviews
  • Respond to ad hoc data calls and financial analysis requests
  • Participate in meetings with the government, financial and program management teams
Required Qualifications
  • Bachelor's degree in Business Administration, Finance, Accounting, Public Administration, Data Analytics, or related field
  • 4‑8 years of experience in the related area
  • Experience supporting financial operations, budget execution, or program analysis
  • Strong analytical skills with the ability to interpret financial and operational data
  • Experience developing reports, dashboards, and performance metrics
  • Strong written and verbal communication skills
  • Proficiency with Microsoft Office Suite (Excel required) and collaboration tools (e.g., SharePoint, Teams)
  • Ability to manage multiple priorities in a fast‑paced federal environment
Preferred Qualifications
  • Experience supporting Federal Government agencies (NOAA, DOC, Client, etc.)
  • Familiarity with Federal financial systems (e.g., SAP, COAST, or similar platforms)
  • Experience with internal controls frameworks (e.g., OMB A‑123 compliance)
  • Experience with data visualization tools (e.g., Power BI or equivalent)
  • Experience supporting process improvement or financial operations modernization initiatives
