Summary
This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), with two vacancies in Silver Spring, MD.
Major DutiesAs a Budget Analyst, you will perform the following duties:
Lead preparation of annual budget estimates for the organization to include appropriated and special act funds balanced against overhead and projected costs. Work with National Oceanic and Atmospheric Administration (NOAA) Budget, Program Office budget analysts, Business Managers and Line Office Budget Execution Division Chief to execute the Line Office Budget. Review, analyze, consolidate and revise budget estimates, justification statements, and budget execution plans.
Advise managers on appropriate budgetary actions to be taken to meet agency needs, make recommendations affecting substantive programs. Develop budget operating plans and labor protections. Review, approve, disapprove, and recommend the amount and timing of allotments of funds to programs. Analyze and evaluate program's proposed plans and make recommendations based on research. Develop and manage complex tracking systems and serve as an expert financial management software analyst including FMDS (Financial Management Data System), Business Applications Solution (BAS), and generate analytical reports and electronic presentations.
Use a variety of tools and systems to generate and present budget and financial analysis reports for senior management use in prioritizing activities and allocating resources.
NOTE:
These duties are described at the Full Performance Level of the ZA-4, the ZA-3 is developmental leading to such performance.
