Senior IT Budget And Financial Governance Lead
Savvee Inc. is seeking a Senior IT Budget and Financial Governance Lead to support our federal client in a hybrid environment located in Silver Spring, MD. The ideal candidate will serve as the principal advisor to senior staff on federal IT budget strategy, appropriations management, and enterprise resource planning. This role leads the formulation, execution, forecasting, and optimization of the budget portfolio, ensuring effective stewardship of annual, multi-year, and no-year appropriations across a complex IT environment.
The position provides executive-level financial analysis, funding recommendations, and strategic guidance on the alignment of budget resources to mission priorities, acquisition timelines, and technology investments.
Essential functions include leading the end-to-end formulation, justification, allocation, execution, and monitoring of the client's annual and multi-year IT budget portfolio, serving as the subject matter expert on federal appropriations and advising leadership on the proper use, availability, and execution of funding sources supporting IT programs, developing and maintaining integrated spend plans that align appropriated funding with acquisition strategies, contract awards, task orders, periods of performance, and program delivery schedules to maximize budget execution and minimize funding expiration risk, providing strategic recommendations to leadership regarding funding reallocations, emerging requirements, unfunded priorities, Continuing Resolution impacts, and year-end execution strategies, designing and maintaining advanced financial forecasting models that assess the impacts of funding reductions, delayed appropriations, acquisition schedule changes, emerging mission requirements, and shifting portfolio priorities, monitoring budget execution performance across the IT portfolio, identifying financial execution performance, funding utilization, and compliance considerations, leading enterprise-level financial analysis and portfolio reviews to ensure alignment between funding availability, strategic technology initiatives, cybersecurity investments, infrastructure modernization efforts, and operational requirements, building and managing financial reporting environments that integrate budget, procurement, contract, and execution data from multiple systems to provide real-time visibility into funding status and portfolio health, producing executive-level dashboards, briefing materials, Congressional support data calls, and financial decision-support products for senior agency leadership, evaluating and implementing modern financial management tools, cloud-based repositories, business intelligence platforms, and automation technologies to improve budget planning, execution tracking, and reporting capabilities, establishing financial data standards, reconciliation processes, and portfolio controls that enable consistent reporting across decentralized organizations while improving the accuracy of enterprise financial decision-making, leveraging advanced analytics and Generative AI capabilities to accelerate budget analysis, identify execution risks, automate reporting, and improve financial forecasting accuracy, leading financial planning and execution reviews with program managers, division directors, contracting officials, and budget stakeholders to ensure funding strategies remain aligned with mission priorities and acquisition objectives, coordinating and overseeing the work of supporting budget analysts and financial management staff, providing technical direction, quality assurance, and mentorship on federal budget execution and financial reporting practices, performing additional duties as assigned in support of evolving contract requirements and client needs, understanding the organizational policies and procedures for accuracy of solutions and deliverables to the client, and demonstrating a commitment to quality and customer support.
Required education and training include a Bachelor's degree. Minimum experience and skills required include ten or more years of professional experience, demonstrated experience with federal appropriations management, including annual, multi-year, and/or no-year appropriations, and knowledge of federal fiscal law, funding availability, and appropriations requirements, experience developing spend plans and managing budget execution across multiple funding sources, including monitoring obligations, expenditures, funding utilization, and execution performance, advanced proficiency in Microsoft Excel or Google Sheets, including financial modeling, forecasting, pivot tables, and executive reporting, experience using Generative AI tools to improve financial analysis, reporting, and workflow efficiency, the ability to obtain the client's Public Trust clearance, excellent written and verbal communication skills, a highly motivated self-starter, and motivated and excellent customer service…
