This position offers a salary range of $71,805 - $80,868/year, with potential for advancement up to $113,243 based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $80,868/year.

The Maryland Department of Housing and Community Development is located in Prince George's County within walking distance from the New Carrollton Metro, MARC, and Amtrak Station.
DHCD has an immediate opening for an HCD Community Program Administrator I, Loss Mitigation Asset Management Officer in the section of the Division of Credit Assurance. The Department's mission is to encourage home ownership and ensure the careful use of DHCD’s financial resources. The Division of Credit Assurance (DCA) aims to maintain low delinquency rates in our single-family portfolio while helping borrowers remain in their homes.
This position performs compliance audits of contract servicers mortgage servicing activities under federal and state regulations for DHCD’s single-family portfolio. Additionally, the role oversees collections and loss mitigation protocols for MHF-insured bond-funded loans, conventionally insured bond-funded loans, and uninsured State-funded loans. Duties include providing customer service, counseling mortgagors on loan obligations, evaluating loss mitigation applications, and overseeing foreclosure and tax sales to mitigate DHCD’s financial risk.
Education : A Bachelor’s degree from an accredited college or university.
Experience : Four years of administrative or professional experience to include one year of financing experience or providing technical assistance for development or rehabilitation of multifamily or single family housing; neighborhood revitalization and business development; community infrastructure development; or historic preservation programs.
Notes- Candidates may substitute additional administrative or professional experience as defined above on a year-for-year basis for the required education.
- Candidates may substitute additional job‑related education at a rate of thirty credit hours for each year of experience for up to two years of the required experience.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience and education.
Preferred Qualifications
- Experience in reading financials, understanding tax credits, performing underwriting, and researching credit ability
- Experience with customer service collections including debt collection and debt dispute
- Experience with loss mitigation including short sales, repayment plans, forbearance plans, DIL (Deed in Lieu of Foreclosure), and loan modifications
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
Eligibility and Visa RequirementsSuccessful candidates will be placed on the employment (eligible) list for at least one year. Eligible list may be used to fill future vacancies of the same classification. Successful candidates must document eligibility to work in the U.S. upon hire.
