Main Purpose of Job

This Policy Advisor supports the Office of State Procurement in advancing statewide procurement modernization and reform initiatives. This position leads the development, implementation, and interpretation of procurement policies, procedures, and guidance to ensure consistent, compliant, and effective procurement practices across State agencies. This position provides expert advisory support to procurement professionals, contributes to legislative and regulatory efforts, and promotes interagency collaboration, equity, sustainability, and innovation within Maryland’s procurement framework.

Duties Duties To Include But Not Limited To
  • Leads efforts to implement major reforms, such as the Procurement Reform Act of 2025 and the Procurement Reform Executive Order (EO , by developing supporting policies and procedures, planning implementation strategies, and coordinating with multiple agencies.
  • Reorganizes and rewrites the Maryland Procurement Manual, aimed at improving accessibility and usability for both internal and public audiences.
  • Provides dedicated support to Procurement Officers (PO) by assisting with initial legal research and analysis of statutes, regulations, and policies. This includes helping POs identify viable solutions to real‑life, contract‑specific challenges that arise during the procurement of supplies and services for the State and ensuring contractors’ compliance with award terms.
  • Supports the Department of General Services’ legislative agenda by analyzing proposed legislation and regulations, drafting statutory, regulatory and policy language, and collaborating with legal counsel, legislative staff, and other stakeholders to ensure procurement laws align with State priorities.
  • Fosters interagency collaboration and stakeholder engagement through work groups, training, and technical support. As part of OSP’s broader modernization efforts, the Advisor contributes to policies that advance equity, sustainability, digital transformation, and innovative procurement practices.

Preferred Qualifications
  • Bachelor’s degree from an accredited college or university, preferably in public administration, public policy, law, business, finance, economics, political science, or a related field.
  • Five (5) or more years of professional experience in government or public‑sector procurement, contracting, or acquisition sectors is desirable but not required.
  • Experience performing procurement or contracting functions and/or providing legal, regulatory, or compliance support within a government or public‑sector–regulated procurement environment.
  • Demonstrated experience applying or advising on procurement statutes, regulations, or contract law, including the Federal Acquisition Regulation (FAR), state procurement codes, or public contracting and grants laws.
  • Experience providing procurement‑related guidance or coordination to program offices, procurement staff, agency leadership, or external stakeholders such as customers, vendors, legal counsel, or auditors.
  • Ability to produce clear, accurate, and professionally written materials, especially related to procurement, such as policy and procedural documents.
