Location:
This is a hybrid position, with approximately 28% of work performed at Government sites (Patuxent River, MD and Norfolk, VA) and the remainder at the contractor site, with telework subject to Contracting Officer's Representative (COR) approval.
Clearance Requirement:
Must possess and maintain a Secret security clearance commensurate with the DD Form 254; access to classified information up to Secret is required.

Sumaria Systems, LLC seeks a Senior Acquisition Specialist/Management Analyst to support PMA-265 F/A-18 and EA-18G programs under the Program Executive Office for Tactical Aircraft Programs (PEO(T)), Naval Air Systems Command (NAVAIR). The selected candidate will provide acquisition and program management support across the F/A-18 and EA-18G portfolio, supporting acquisition planning, milestone documentation, procurement activities, budget execution, and program oversight. The Senior Acquisition Specialist will serve as a key advisor to Government leadership, delivering independent analysis and recommendations to support successful execution of high-visibility and mission-critical acquisition programs.
Key Responsibilities- Support acquisition planning and program execution activities for PMA-265 F/A-18 and EA-18G programs.
- Develop, draft, review, coordinate, and maintain program milestone documentation to ensure compliance with DoD and SECNAV 5000-series acquisition policies, directives, and guidance.
- Develop and support acquisition documentation, including Acquisition Strategy Reports (ASRs), Acquisition Program Baseline Agreements (APBAs), Procurement Initiation Documents (PIDs), Performance Work Statements (PWSs), Contract Data Requirements Lists (CDRLs), funding documents, Acquisition Plans, Justifications and Approvals (J&A), Determinations and Findings (DFs), and other acquisition products.
- Monitor acquisition milestones and ensure program activities remain compliant with statutory, regulatory, contractual, and mission requirements.
- Assess program procedures, processes, practices, and documentation to evaluate compliance with specifications, contracts, acquisition policy, and mission objectives, and provide recommendations for improvement.
- Support procurement planning activities, including development and tracking of PPAs, PIDs, ROMs, COUs, SOWs, CDRLs, and procurement schedules.
- Prepare and coordinate acquisition reporting products, including SARs, DAES submissions, RDAIS inputs, and program status reports.
- Conduct cost, schedule, and performance analyses, including business case analyses, trade studies, cost‑benefit assessments, and other analytical studies to support program decision‑making.
- Support Planning, Programming, Budgeting, and Execution (PPBE) activities, including spend plans, out‑year planning, budget drills, and POM issue development.
- Attend, participate in, support, analyze, and prepare briefings, point papers, reports, correspondence, meetings, conferences, technical reviews, and review boards in support of Government leadership and Integrated Product Teams (IPTs).
- Develop and maintain white papers, executive briefings, quad charts, meeting agendas, meeting minutes, weekly status reports, and other program documentation.
- Coordinate with Government stakeholders, Integrated Product Teams (IPTs), and contractor personnel to support program objectives and acquisition initiatives.
- Conduct foreign disclosure reviews and release readiness analyses in support of international program requirements.
- Provide independent recommendations to improve acquisition processes, program execution, and overall mission effectiveness.
- Perform complex, high‑visibility assignments independently and provide guidance and mentorship to junior personnel as required.
- Bachelor's degree in Business, Management, Engineering, Acquisition Management, or a related discipline.
