Location of Position

Department of Human Services, Social Services Administration, 25 S. Charles Street, Baltimore, MD 21201

Main Purpose of Job

The primary purpose of this position is to perform Foster Care, Adoption, and Guardianship case reviews to determine client eligibility for Title IV‑E Federal Funding. The role will be located at various local departments of social services throughout the state and functions as a Title IV‑E Eligibility Specialist responsible for ensuring compliance with federal laws, rules, and regulations for the delivery of services.

Duties
  • Complete initial eligibility determinations for children entering out‑of‑home care using databases such as CJAMS, BEACON 2.0, and SVES to obtain and verify information necessary to meet federal eligibility requirements.
  • Complete IV‑E redeterminations of cases for children remaining in care 12 months or longer to ensure a positive eligibility determination for continued federal funding.
  • Apply knowledge of federal and state policies and procedures to accurately determine eligibility for other federal funding, including Title II (SSA) benefits;
    Title XVI (SSI) benefits;
    Title XX (Medical Assistance); and adoption and guardianship subsidy funds, and record benefits in the CJAMS data system.
  • Collect, compile, and research data necessary to make accurate determinations of all completed cases.
Minimum Qualifications

Applicants must meet the following minimum qualifications:

  • Six years of experience, including two years in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices, and organizations, and an additional four years of professional or technical experience in the same area.

  • Candidates may substitute the possession of a bachelor’s degree from an accredited college or university and two years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices, and organizations for the required experience.
  • Candidates may substitute graduate‑level education at an accredited college or university in a human services‑related field at the rate of 30 credit hours per year for up to six years of the required experience.
  • Candidates may substitute U.S. Armed Forces military experience as a commissioned officer in Administrative Officer classifications or specialty codes in the General, Administrative, Clerical and Office Services field of work on a year‑for‑year basis for the required experience.

  • One year of experience applying eligibility policies or compliance standards within a human services or regulatory environment.
  • One year of experience interpreting regulations or guidelines governing a social services program or a health benefits program.
  • One year of experience reviewing, auditing, or evaluating case records or financial documentation to ensure accuracy, compliance, and quality control.
