Acquisition And Financial Assistance Advisor
The incumbent provides guidance and staff support to NOAA management in the areas of acquisition and financial assistance. Specifically, the incumbent provides direction and supervision to the organizations within the Acquisition and Grants Office and provides policy to NOAA management and subordinate organizations in the areas of acquisition and financial assistance. He/she is the primary grants and acquisition advisor to the NOAA Under Secretary and Deputy Under Secretary, and is the technical expert on all such matters relating to the operations of NOAA.
He/she is responsible for establishing policies to govern the development, management, administration, and coordination of NOAA's overall grants and acquisition management processes, all while overseeing a $40 million budget. The incumbent will ensure the Acquisition and Grants Office specifically acquires research and development services; high technology scientific equipment including aircraft, ships, and satellites; automatic data processing equipment and software; mapping and charting processes;
management studies; general supplies; and other services for all NOAA offices through formal contacting and simplified acquisition procedures; monitoring contracting operations throughout NOAA to assure compliance with the requirements established by the Department for contracts with small, small-disadvantaged, and women-owned businesses; develops and implements policies and procedures supporting NOAA grants management.
