Position: DOT Procurement Officer I

Position

DOT Procurement Officer I, Grade 16 (4881) SP#26-85-09 at State Highway Administration, District 5, Charles County.

Overview

The main purpose is to solicit, evaluate, negotiate, award, and administer supply and service contracts for the District 5 maintenance shop in accordance with state procurement laws and regulations, primarily handling small procurements less than $50,000.

Responsibilities
  • Solicit, evaluate, negotiate, award, and administer supply and service contracts.
  • Ensure compliance with COMAR Title 21 Subtitle 05 Chapter 07 Small Procurement Regulations and MDOT procurement regulations.
  • Separate purchasing and receiving functions appropriately.
  • Procure equipment, services, construction supplies, and information technology through competitive or negotiated processes.
  • Provide guidance to support staff as needed.
Qualifications

Education: Bachelor's degree from an accredited college or university.

Experience: One year of contract management or procurement experience including solicitation, evaluation, negotiation, award, and compliance with governmental procurement laws.

Substitution Options:

  • Professional contract management or procurement experience can replace education on a 1:1 basis.
  • Certifications such as Certified Purchasing Manager, Certified Professional Contracts Manager, Certified Public Procurement Officer, or Certified Professional Public Buyer can replace required education.
  • Additional graduate credit hours can be used to substitute missing experience at 30 credit hours per year.
  • U.S. Armed Forces commissioned officer experience in contracting, industrial management, logistics, or related fields can substitute for both experience and education on a year‑for‑year basis.
Special Requirements
  • Valid motor vehicle operator’s license in Maryland.
  • Availability for 24‑hour emergency call-up with a response time of less than one hour.
  • Provide a reachable telephone number.
  • Employee will be considered essential.
