Environmental Compliance Specialist II

Land and Materials Administration, Resource Management Program, Animal Feeding Operations Division, AFO Compliance Unit, 120 Broadway Street, Suite 13, Centreville, MD 21617

Main Purpose of Job

The Environmental Compliance Specialist II will serve as an inspector focusing on animal feeding operations (AFO) compliance enforcement. In this role, they will evaluate, recommend, and maintain effective best management practices on production and land application areas of AFOs, while enforcing the General Discharge Permit and other environmental laws to protect human health and the environment.

This Position Involves The Following Working Conditions
  • Exposure to uncomfortable or unpleasant surroundings.
  • Exposure to agricultural production environments, including waste storage and handling areas.
  • Required use of protective equipment—such as goggles, gloves, hearing protection, steel toe shoes, hard hats and masks—during site visits when required.
  • Bio‑Security is mandatory at AFO’s to prevent or reduce the transfer of contaminants between AFO’s. Bio‑Hazard Gear may be required when entering some facilities.
  • Exposure to all types of weather conditions.

The incumbent will be required to drive a State vehicle. If you hold an out‑of‑state driver’s license, you must provide a certified copy of your driving record from the issuing state’s Motor Vehicle Administration at the time of hire. All individuals must maintain a driver’s license with no more than five points on their driving record to operate a State vehicle.

Minimum Qualifications

Five years of experience performing environmental regulatory compliance work in more than one of the following areas: water pollution control; sediment and erosion control; tidal and non‑tidal wetlands; flood control and waterway construction; storm water management; coal, non‑coal and surface mining; air quality and air management control; solid waste management; hazardous waste control; and oil pollution control.

Notes on Education Experience Substitutions
  • Candidates may substitute sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of disciplines such as earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline and two years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance for four years of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline and one year of experience performing environmental regulatory compliance work in more than one of the following areas: water pollution control; sediment and erosion control; tidal and non‑tidal wetlands;

    flood control and waterway construction; storm water management; coal, non‑coal and surface mining; air quality and air management control; solid waste management; hazardous waste control; and oil pollution control for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and Natural Resources field of work on a year‑for‑year basis for the required experience.

  • Must possess a strong agricultural / livestock background.
  • Strong computer skills.
Licenses, Registrations, and Certifications
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
