Supervisory Grants Management Specialist
As a Supervisory Grants Management Specialist, you will perform the following duties:
- Serve as the Director of the Grants Management Division (GMD) overseeing services providing financial assistance support to NOAA and various other offices and bureaus of the DOC including financial assistance awards support the achievement of the missions of, primarily, the NOAA Line Offices. Provide strategic planning support to senior management to assist in setting agency and Department goals; develop and implement improved processes that streamline the day-to-day processing of financial assistance workloads;
define and implement the professional and technical role of the Grants Management Division function in the Acquisition and Grants Office (AGO). - Advise higher management officials on issues related to financial assistance awards and administration; provide recommendation, advice and support to all NOAA Line and Staff offices on the impact of common and cross-cutting financial assistance issues and requirements and propose mechanisms to streamline and improve the financial assistance process; direct coordination and development of consensus on agency priorities to be fulfilled through the financial assistance process.
- Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees, and develop of job performance standards, evaluations of job performance and provide assistance to employees to enable them to reach an acceptable level of competence.
To qualify at the GS-15 level:
- Making recommendations to higher management officials on issues related to financial assistance awards and grant administration;
- Coordinating with external customers to identify the challenges present that make it difficult, expensive, or inefficient to participate in financial assistance award program;
- Researching and assisting in improving grants and cooperative agreements processes to streamline the day-to-day processing; and
- Planning, evaluating, and leading projects or teams, such as assigning work, setting priorities, budgeting, and providing feedback on work assignments.
