Main Purpose of Job
This two-year contractual position will serve as a Program Administrator/SOR Regional Program Monitor for the State Opioid Response grant (SOR). SOR is a Substance Abuse and Mental Health Services (SAMHSA) initiative designed to increase and expand access to treatment and recovery support; advance substance use prevention in coordination with other federal efforts and improve retention in care using a chronic care model.
This initiative provides awards to Local Behavioral Health Authorities, Core Service Agencies, Interagency, Non-Jurisdictionals, and private entities. They will also help to deliver evidence-based treatment interventions that include medications that are FDA approved specifically for OUD and psychosocial interventions, design primary and secondary prevention methods, and place greater emphasis on peer and other recovery support.

The SOR Regional Program Monitor will provide programmatic oversight and monitoring of behavioral health SUD/OUD and Stimulant prevention, treatment, and recovery support services statewide. This includes oversight of contracts, Memorandum of Understanding (MOUs), BHA Conditions of Award (COA), Statements of Work (SOW), and Interagency Agreements (IAs) with the Local Behavioral Health Authorities (LBHAs), Core Service Agencies (CSAs), Local Addiction Authorities (LAAs), Local Health Departments (LHDs), Maryland Colleges and Universities, state agencies and other community-based organizations.
The Regional Program Monitor will conduct site visits (virtual and on-site) to monitor all SOR programs for compliance to ensure services have been effectively rendered. This position is also responsible for conducting program evaluation and analyzing data to report on program effectiveness and impact. In addition, the position will be responsible for compliance with the implementation and fidelity of EBPs, including the implementation of a monitoring plan, fidelity checklist, and quarterly report.
The Regional Program Monitor will ensure the completion of all grant deliverables, monitoring and reporting on jurisdictional adherence with required performance measures and responding to complaints or concerns related to the project.

A Bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.
ExperienceSix years professional experience in health services, three years must have been in Addiction professional work related to treatment and services to persons with alcohol or other substance addiction and two years must have been at the managerial or supervisory level.
Notes- Candidates may substitute the possession of a Master’s degree or a Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.
- Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services for the required education.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.
Preferred Qualifications
- Knowledge of Addiction/Substance Use Disorder (SUD) and Mental Health (MH) services, and modalities of treatment;
- Knowledge of SUD and MH modern treatment and rehabilitation techniques, evidence-based practices (EBPs), and best practices;
- Knowledge of principles, practices, and procedures of program monitoring and planning;
- Knowledge of principles, practices, and procedures of business and public administration;
