Job Description

Join the HJF Team! HJF is seeking a SME IV – Implementation Scientist to function as staff member for all categories of patients. Performs duties as a practitioner and consultant in psychiatry with emphasis on problems of all levels of complexity. This position will provide technical and operational support to accomplish the mission of the Psychological Health Center of Excellence (PHCoE).

Located in Silver Spring, MD, the PHCoE is a Department of Defense (DoD) initiative focused on improving mental health service delivery and promoting psychological health among service members. It collaborates across the DoD, the Department of Veterans Affairs, and other agencies to develop clinical practice guidelines for psychological health conditions, substance use disorders, and suicide risk. PHCoE also produces evidence‑based resources, clinical support tools, and expert‑reviewed briefs to enhance patient care, operational readiness, and human performance in military settings.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners.

HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

Responsibilities
  • Examines, diagnoses, treats, and follows outpatients with psychological problems of all complexities.
  • Provides continuing follow-up for chronic outpatients with acute disorders and complications of these disorders.
  • Provides staff expertise in psychology that is pertinent in a wide variety of circumstances, to include management of patients with psychological disorders.
  • Examines and conducts thorough studies of presenting patients; evaluates laboratory and clinical findings, prescribing appropriate treatment or referring patient to appropriate specialty clinics.
  • Collaborates with physicians in other medical specialties on cases involving complicated and multi-faceted problems.
  • Follows through on all cases to insure effective comprehensive psychological services required.
  • Provides psychological support to special areas.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.
Supervisory Responsibilities
  • Direct Supervisor:
    Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.
Qualifications

Education and Experience
  • Doctoral degree required.
  • At least 13 years of full‑time post‑doctoral work experience directly related to adopting clinical research findings in healthcare delivery systems (i.e., research translation).
  • At least 3 years of full‑time post‑doctoral work leading research translation activities in the mental healthcare space.

Skills And Abilities
  • Capability to identify gaps and areas of underperformance in achieving optimal clinical mental health outcomes or the processes and procedures associated with mental healthcare delivery within the MHS.
  • Capability to identify and assess potential evidence‑based solutions to address gaps or areas where the system is underperforming.
  • Capability to lead the development of rapid improvement/implementation science initiatives (i.e., pilot studies) to test the feasibility of solution adoption within the MHS.
  • Capability to ensure that study design systematically varies implementation strategies in order to assess the most effective intervention strategies.
  • Capability to work closely with stakeholders to identify barriers and facilitators to solution uptake.
