Overview

The HR Specialist is responsible for managing the day-to-day operations of the HR Office, supporting various functional areas such as departmental development, HR information systems, employee relations, training and development, benefits, compensation, organizational development, and recruitment and employment. This role involves providing consulting and operational services to support a central Integrated Time and Attendance function, as well as handling retirement, benefits, and ITAS process actions.

The position also includes coaching leadership teams on change implementation best practices and employee engagement strategies.

Education & Certification Requirements

A Bachelor’s Degree is required for this position.

This role is onsite in Silver Spring, MD.

Responsibilities
  • Manage daily HR office operations, ensuring seamless delivery of HR services.
  • Process retirement, benefits, and backlog actions, including fielding staff requests and inquiries.
  • Support and improve the integrated time and attendance system (ITAS) processes.
  • Provide consulting and operational support to the central HR functions.
  • Offer coaching and guidance to leadership on change management and employee engagement strategies.
  • Collaborate across functional HR areas to support departmental development initiatives.
  • Administer employee relations activities and training programs as needed.
  • Maintain and update HR information systems to ensure data accuracy and compliance.
Qualifications
  • Minimum of 3 years of experience in HR, benefits, or related fields.
  • Proven ability to manage HR operations and employee relations.
  • Experience with benefits administration, retirement processing, or ITAS systems.
  • Strong organizational and coordination skills.
  • Ability to support organizational development and change initiatives.
  • Knowledge of Federal HR processes and compliance standards.
  • Excellent communication and interpersonal skills.
Desired Skills
  • Practical experience in HRIS systems and benefits administration.
  • Familiarity with federal agency HR operations.
  • Ability to provide training and coaching to leadership teams.
  • Experience in employee engagement and organizational change.
  • Strong problem‑solving and analytical abilities.
