Position: HR SPECIALIST TRN (HR Generalist)

Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Human Resource Services. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

This position supports HR operations for agency units by assisting with a variety of human resources functions, including recruitment and staffing activities, employment services, employee benefits administration, and other HR support tasks. Under the guidance of experienced HR staff, the incumbent develops knowledge of HR policies, procedures, and practices while providing customer service to employees and management. The position offers opportunities to gain hands‑on experience, contribute to effective service delivery, and support agency workforce and operational goals.

Individuals in this role will learn to compile, analyze and evaluate HR related information and recommend actions based upon rules, regulations, policies, guidelines and precedents.

Position Duties
  • Assisting with recruitment and hiring activities throughout the recruitment process for agency positions, while receiving training and guidance from experienced HR staff.
  • Assisting with processing personnel and position‑related forms associated with changes in work locations, funding allocations, employment percentages, supervisory organizations, reporting relationships, and other employment actions as requested by agency units.
  • Assisting with coordinating and participating in regularly scheduled “office hours” for unit employees to answer basic HR‑related questions and direct employees to the appropriate HRS division or resource, as needed.
  • Support the development and delivery of training and informational resources on recruitment and employment services processes, including recruitment procedures and forms required for hiring, personnel actions, and separations.
Minimum Qualifications

Experience:

Four years of professional HR management work experience in the areas of recruitment, classification, salary administration, employee relations, test development and validation or as a generalist.

Notes:

  • Candidates may substitute paraprofessional personnel work experience on a year‑for‑year basis for up to four years of the required experience. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as preparing and maintaining employment records, calculating salaries, applying personnel‑related rules and policies, preparing personnel‑related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment actions.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classification or human resources management specialty codes in the human resources management field of work on a year‑for‑year basis for the required experience.

  • Strong customer service background, including problem‑solving, interpersonal communication, and client support.
  • Experience working for or with a Federal, State or Local agency.
  • Prior training or teaching experience, such as onboarding staff, leading workshops, or providing instructional support.
  • Experience providing high‑quality customer service in a professional or office setting, with the ability to communicate clearly and courteously with diverse stakeholders.
