Job DescriptionHJF is seeking a Senior Application Developer to support the development of web-based registry systems that advance military medical research. This role will focus on building secure, scalable applications for the Pulmonary and Environmental Pathology Registry (PEPR) and the Military Working Dog (MWD) Registry, both of which support mission‑critical pathology and biospecimen data management initiatives. The developer will work across the full stack to design and implement modern interfaces, data integrations, and secure portals in accordance with DoD and VA standards.
This position requires a deep understanding of enterprise application development, interoperability frameworks (such as HL7 and FHIR), and user‑centric design principles. This position will be in support of the Joint Pathology Center in Silver Spring, MD and its efforts around the Pulmonary and Environmental Pathology Registry (PEPR) and Military Working Dog (MWD) Registry.
U.S. Citizenship is required due to site security requirements.
- Developing the PEPR web‑based application with a Specimen Inventory System for real‑time status and quality data tracking.
- Building and integrating secure portals for electronic data submission by VAMCs and MTFs, including user authentication, role‑based access controls, form validation, and secure data transfer (HTTPS, SFTP).
- Developing APIs and data interfaces to enable real‑time interoperability between PEPR and JPIMS using standards like HL7 and FHIR.
- Implementing frontend and backend features that align with DoD/VA enterprise architecture and support SNOMED‑CT and Consolidated CDA standards.
- Creating anonymized search tools with tiered user access and integrated audit logging to facilitate high‑level research and reporting.
- Designing and implementing connections to external data sources such as DoDSR and ILER, initially supporting manual uploads and later enabling automated exchange.
- Converting legacy MWD records into structured digital records within a Microsoft SQL database, incorporating a newly developed lexicon and standardized code set for veterinary pathology.
- Providing ongoing O&M support including testing, release planning, defect resolution, interface monitoring, and enhancements across all software environments (development, testing, staging, and production).
- May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.
- Monitor logs and perform diagnostics to address application errors, performance issues, and security threats.
- Conduct unit and functional testing using tools like Visual Studio, TFS, Dev Ops.
- Implement and maintain configuration/version control and robust documentation for all code changes.
- Ensure compliance with DoD security guidelines and application STIGs.
- Collaborate with stakeholders, including DBAs and analysts to deliver high‑quality solutions.
- Participate in verification and validation activities including code reviews, walkthroughs, and audits.
Education and Experience
- Bachelor's Degree
- Preferred M.S. in Information Systems, Computer Science, or related field (or equivalent experience).
- Minimum of 6-8 years experience required
- Minimum of 7 years of progressive experience in web/windows application development.
- Active Microsoft certifications (e.g., MCSD, MCTS) preferred.
- Compliance with DoW 8140 (8140.03) and associated Cyber Workforce Framework (DCWF) standards.
Skills and Abilities
- Deep experience with Microsoft development stack: .NET, C#, ASP.NET, MVC, IIS.
- Proficiency in web technologies including JavaScript, HTML, AJAX, Kendo UI.
- Strong understanding of SDLC, Dev Ops, and secure coding standards (e.g., OWASP).
- Familiarity with DoW/VA data exchange standards such as HL7 and FHIR preferred.
