DescriptionIBSS is seeking an Intranet UX & Information Architecture Specialist to support NOAA National Weather Service (NWS) Office of the Assistant Administrator (OAA) under the Program Management Support Services contract. This position supports the design and planning of an agency-wide intranet modernization effort to improve usability, content structure, and information access across the organization. The selected candidate will define user experience requirements, design information architecture, and support stakeholder engagement to ensure the intranet is intuitive, accessible, and aligned with Federal standards and organizational needs.
This role operates in a Federal environment where designs must align with Section 508 accessibility requirements, cybersecurity constraints, and ATO-aligned system design considerations.
- Conduct stakeholder interviews and requirements gathering across multiple NWS offices and programs
- Develop intranet information architecture, including navigation structure, taxonomy, and content organization models
- Create wireframes, user flows, prototypes, and UX design artifacts
- Define user experience standards to support usability, accessibility, and mission-driven communication
- Support development of content governance frameworks, including ownership, publishing rules, and lifecycle management concepts
- Analyze legacy content systems and support the development of content migration planning and structure design
- Ensure compliance with Section 508 accessibility standards and Federal usability guidelines
- Collaborate with IT and cybersecurity teams to ensure design alignment with system security constraints and ATO requirements
- Participate in usability testing sessions and incorporate user feedback into iterative design improvements
- Support intranet requirements documentation for development and implementation teams
- Contribute to design reviews, stakeholder presentations, and validation workshops
- Document design decisions, user requirements, and functional specifications
- Support surge activities related to user engagement, content validation, training coordination, usability testing, and post-launch optimization
- Bachelor's degree in UX Design, Human Factors, Information Systems, Communications, or related field
- 5-7 years of experience in the related area
- Experience designing enterprise websites, intranets, or large-scale digital platforms
- Strong understanding of UX principles, information architecture, and user-centered design practices
- Experience with wire framing and prototyping tools (e.g., Figma or equivalent)
- Strong written and verbal communication skills
- Experience working with cross-functional stakeholders in structured environments
- Knowledge of Section 508 accessibility requirements
- Ability to interpret technical constraints in Federal IT environments
- Experience supporting Federal Government agencies (NOAA, DOC, etc.)
- Experience with SharePoint or enterprise content management systems
- Familiarity with intranet governance models and content lifecycle management
- Understanding of ATO constraints in system design environments
- Experience supporting digital transformation or modernization initiatives
