Position: DOT Procurement Manager I

Executive Service Recruitment

Purchasing/Materials Manager (DOT Procurement Manager I) for the Baltimore/Washington International Thurgood Marshall Airport.

Position Overview

The incumbent will serve at the pleasure of the appointing authority. This position is located at the Baltimore/Washington International Thurgood Marshall Airport in Anne Arundel County, MD. Employees in this classification may be assigned duties which require the operation of a motor vehicle; a valid motor vehicle operator's license in the State of Maryland is required.

Responsibilities
  • Manage all aspects of the procurement process in support of the Administration’s capital and operating budget and major IT projects.
  • Develop, solicit, evaluate, negotiate, and award services, maintenance, acoustical, specialized equipment, information technology, commodities, vehicles, capital equipment, and small procurements for BWI Marshall and Martin State Airports, and other state airports, ensuring compliance with federal and state procurement laws, regulations, policies, procedures, BPW advisories, MDOT, MDOT MAA and Comptroller policies.
  • Oversee construction, architectural/engineering, and consultant services procurement activities.
  • Manage the Corporate Credit Card Process.
  • Exercise a high degree of discretion and independent judgment concerning procurement actions and decisions, which may have significant legal and program-related ramifications.
  • Oversee and manage the MAA warehouse, including inventory management and agency procurement reporting.
Minimum Qualifications
  • Bachelor’s degree from an accredited college or university.
  • Four (4) years of professional public sector procurement or private sector contracting experience, including soliciting, evaluating, negotiating, awarding contracts, advertising procurement opportunities, distributing specifications to vendors, coordinating bidder evaluation committees, conducting vendor briefings, monitoring contract performance, e‑procurement management, professional certification, or procurement business operations.
  • Experience with Financial Management Information Systems (FMIS), Advanced Purchasing Inventory Control System (ADPICS), Enhanced Procurement Information Control System (EPICS), and automated inventory systems.
  • Proficiency with Microsoft Office Suite.
  • Exceptional attention to detail and great customer‑service skills.
Additional Qualification Options
  • One year of experience in interpreting and ensuring compliance with procurement laws, regulations, policies, and procedures for the required education.
  • Certification as a Certified Purchasing Manager (Institute for Supply Management/National Association of Purchasing Management), Certified Professional Contracts Manager (National Contract Management Association), Certified Public Procurement Officer or Certified Professional Public Buyer (Universal Public Purchasing Certification Council), for the required education.
  • Professional contract management or procurement experience substituted on a year‑for‑year basis for the required education.
  • Doctor of Jurisprudence (JD) or master’s degree in business administration substituted for two years of required experience.
  • U.S. Armed Forces military service experience as a commissioned officer in contracting, industrial management, or logistics specialist classifications or administrative support specialty codes in procurement or financial management fields, substituted on a year‑for‑year basis for required experience and education.
Licenses & Certifications

Employees assigned duties requiring operation of a motor vehicle must possess a valid motor‑vehicle operator’s license in the State of Maryland.
