Description
is seeking a Project Manager II (Key Personnel) to support the NOAA National Weather Service (NWS) Office of the Assistant Administrator (OAA) Program Management Support Services contract. The Project Manager II will serve as the primary point of contact for managing and overseeing all activities performed under the contract. This position is responsible for ensuring the successful execution of contract requirements, maintaining high-quality performance standards, managing project schedules and resources, and coordinating directly with the Contracting Officer (CO), Contracting Officer's Representative (COR), Technical Points of Contact (TPOCs), and contractor personnel.
This role supports a wide range of program management, administrative operations, transformation initiatives, business operations, data analytics, communications, and organizational support activities across the NWS OAA and OCFO/CAO organizations.

Key Responsibilities
Project & Program Management
  • Serve as the primary contractor point of contact for all contract-related activities.
  • Develop, implement, and maintain the Project Management Plan (PMP).
  • Manage project scope, schedule, staffing, deliverables, risks, and overall contract performance.
  • Coordinate and oversee day-to-day operations and contractor personnel performance.
  • Ensure timely completion of all task order requirements and deliverables.
  • Conduct regular status meetings and provide project updates to Government stakeholders.
  • Monitor contract performance metrics, staffing levels, and burn rates.
Communication & Stakeholder Coordination
  • Establish and execute communication plans with Government stakeholders and contractor staff.
  • Coordinate with CORs, TPOCs, and leadership to resolve issues and support mission objectives.
  • Ensure effective communication across multiple teams and functional areas.
  • Provide bi-weekly and monthly status reports, financial reports, and annual reporting deliverables.
Risk & Quality Management
  • Identify, assess, track, and mitigate project and operational risks.
  • Implement quality assurance and quality control procedures to ensure compliance with contract requirements.
  • Ensure all deliverables meet NOAA/NWS standards for quality, accuracy, timeliness, and compliance.
  • Support continuous improvement initiatives and process optimization efforts.
Resource & Financial Management
  • Manage staffing assignments, labor utilization, and contractor resource allocation.
  • Monitor project expenditures and contract funding usage.
  • Review and approve contractor timesheets and labor reporting.
  • Support workforce planning and onboarding activities.
Contract & Change Management
  • Manage task-level changes, priorities, and schedule adjustments in coordination with the COR.
  • Maintain documentation related to contract activities, project changes, and operational procedures.
  • Ensure compliance with Federal, NOAA, NWS, and organizational policies and procedures.

Required Qualifications
  • Education: BA/BS degree (or equivalent).
  • Functions: Demonstrates writing and oral communication skills, manages day-to-day activities of engineering teams, and demonstrates proven skills in the technical areas addressed by the delivery order to be managed.
  • Demonstrated ability to organize, direct, and coordinate the planning and production of all activities associated with assigned delivery order projects.
  • Experience:
    • 5–7 years of experience in the technical area to be managed.
    • 5+ years of experience in IT management.
  • Strong organizational, communication, leadership, and stakeholder management skills.
  • Ability to manage multiple priorities in a fast-paced environment.

Preferred Qualifications
  • Experience supporting Federal Government agencies, preferably NOAA, DOC, or related organizations.
  • Familiarity with Federal financial, administrative, and reporting processes.
