Position: Utility Asset Manager(Program Manager)

This is professional work directing the Bureau of Utility Operations Asset Management Program.

NATURE AND VARIETY OF WORK

The occupational field of program management involves directing or carrying out assignments related to the Asset Management Program with the Department of Public Works Bureau of Utility Operations; including oversight, implementation, management and administration of the Utility Operation Asset program. This position will be responsible for collaboration with the Asset Management Consultant team to set up governing documents, workflow and policies, involve in all phases of implementation, ongoing administration, and inventory and assess the condition of physical assets, integrating and ensuring accessibility of the collected data, and analyzing this data to enhance operational costs and efficiencies.

This position is dedicated to implementing and advancing the utility's Infrastructure Asset Management Programs. The role involves a comprehensive range of activities to ensure effective management and optimization of physical assets. This role will oversee all preventive and corrective maintenance, inventory control particularly within Vue Works (CMMS), supervise the CMMS and Vibration teams and work closely with the maintenance technicians and ensure effective operation of all water and wastewater plant equipment and infrastructure.

This field of work is distinguished from management-support functions such as personnel, budgeting or other administrative-type tasks which are designed to facilitate the activities of other employees providing direct services.

An employee in this class utilizes knowledge of a wide range of asset management principles including service level of agreements, lifecycle considerations, root cause analysis, and triple bottom line decision making regulations and procedures in planning, organizing, directing and evaluating programs and/or contracts. Assignments will also require knowledge of inventory management to oversee CMMS administration and Vibration program to ensure accurate consistent asset and inventory data, including standards for inventory processes such as part setup, supplier information, and reorder methods.

The employee will direct and monitor the spare parts and inventory programs, ensuring effective usage, replenishment performance, and full integration of PMs, work orders, safety documentation, and asset hierarchies within CMMS. Establish training requirements for asset management, CMMS usage and data governance, supporting accurate data entry and consistent system practices. Budget monitoring and preparation by estimates for labor, materials, cost, and duration of maintenance activities for both internal and external resources, adjusting maintenance activities, and optimizing resource allocation..

The employee independently plans and carries out all aspects of the Asset Management program including development, implementation, and evaluation of Asset Management and data and advising higher-level management of program status and achievements. The work is performed in an office environment, Pumping Station, Water & Wastewater Treatment plants, and confined spaces.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Develops Key Performance Indicators to determine program effectiveness.

  • Develops policies and procedures related to the Asset Management Program.

  • Demonstrated experience with CMMS, including inventory, work order, and asset management

  • Ability to diagnose equipment malfunction and perform root cause analysis with recommended effective solution based on reliability maintenance concepts and principles.

  • Knowledge of planning, scheduling, inventory control, SOP development, and budgeting

  • Direct experience with pumps, motors, electrical equipment, and mechanical repair tools

  • Mastery of problem-solving frameworks such as the 5 Whys, Fishbone (Ishikawa) Diagrams, Fault Tree Analysis (FTA), and Failure Mode and Effects Analysis (FMEA), participating in or leading failure investigations on rotating equipment, structural components, or fluid systems

  • Experience in wastewater facility maintenance and familiarity with NPDES and air permit requirements

  • Knowledge of preventive maintenance best practices, mechanical systems, and electrical equipment

  • Ability to perform site walks, inspections, and field planning in confined spaces, heights, and environments containing fumes, gases, and chemicals

  • Ability to review technical drawings, blueprints, P&IDs, one-line diagrams, schematics, and specifications for planning and troubleshooting

  • Effective communication, technical problem-solving, and organizational skills

  • Exercises direction over lower-level professionals and other employees by assigning work, furnishing advice and instructions, and reviewing completed assignments.
