Regulatory Compliance Specialist, Operations Management
The Director, Facilities & Engineering (F&E), leads ISI's F&E business unit and is accountable for strategy, contract performance, workforce planning, client satisfaction, business growth, risk management, and operational excellence. The portfolio includes federal program management, construction management, engineering, planning, design support, and related professional services.
This role translates federal client requirements into executable staffing, delivery, and growth strategies while partnering with Business Development, Contracts & Compliance, Finance, People Operations, and Talent Acquisition. The Director supports opportunity evaluation, capture, proposals, pricing, and client expansion but is not responsible for primary lead generation
Key Accountabilities Business Unit Leadership & Strategy- Lead F&E business strategy, operational planning, performance objectives, and execution.
- Manage business-unit financial performance, forecasting, staffing investments, and corrective actions.
- Prioritize resources based on client needs, contractual requirements, risk, and financial objectives.
- Implement scalable processes, performance metrics, and succession planning.
- Provide executive oversight of federal contracts, programs, task orders, and projects.
- Ensure compliance with contract requirements, staffing commitments, quality standards, schedules, and customer expectations.
- Monitor contract health through staffing plans, forecasts, reviews, dashboards, and risk management.
- Lead corrective actions for underperforming contracts and support audit readiness.
- Serve as primary executive relationship manager for F&E clients and partners.
- Maintain awareness of client priorities, funding constraints, regulatory requirements, and organizational changes.
- Engage government stakeholders, contractors, and teaming partners to align expectations and resolve issues.
- Support negotiations involving scope, staffing, rates, modifications, and performance expectations.
- Lead and develop program managers and other direct reports.
- Maintain regular engagement with employees and contract leaders to support retention and development.
- Partner with People Operations on performance and employee-relations matters.
- Lead workforce planning and hiring strategies.
- Evaluate technical qualifications, support recruiting efforts, participate in technical interviews, and assist with candidate selection and client presentations.
- Partner with Business Development on opportunity evaluation and pursuit decisions.
- Support capture, proposal development, staffing strategies, technical solutions, transition planning, and pricing assumptions.
- Review solicitations for compliance requirements, risks, and evaluation criteria.
- Support proposal narratives and post-award transition activities.
- Manage budgets, forecasts, revenue, profitability, utilization, and staffing metrics.
- Partner with Finance on billing, reporting, subcontractor costs, and financial performance.
- Apply knowledge of federal contracting regulations and elevate issues requiring specialist review.
- Drive process improvements across operations, recruiting, quality, reporting, and knowledge management.
The Director owns F&E outcomes while collaborating with corporate functional leaders:
- Business Development: Capture, proposals, pipeline visibility, and growth strategy.
- Contracts & Compliance: Contract administration, compliance, and audit support.
- Finance: Budgeting, forecasting, invoicing, and reporting.
- People Operations & Talent Acquisition: Recruiting, workforce planning, employee relations, and talent development.
- Bachelor's degree in engineering, architecture, construction management, facilities management, or a closely related technical field.
- Ten or more years of progressively responsible experience delivering or overseeing federal facilities, engineering, construction management, program management, design, facilities management, or closely related services.
- Substantial direct experience with federal PM/CM or related F&E delivery and a demonstrated understanding of federal construction, funding, acquisition, and project life cycles.
- Demonstrated federal services leadership experience, including accountability for multiple contracts, programs, task orders, projects, or geographically dispersed teams.
- Five or more years leading managers and professional or technical staff, including hiring, performance management, coaching, delegation, and employee engagement.
- Demonstrated responsibility for a business unit, portfolio, or multi-contract P&L, including budgeting, forecasting, cost control, revenue and profit performance, and corrective action.
- Experience supporting federal captures and proposals, interpreting solicitations, developing executable technical or management solutions, and contributing to pricing and staffing strategies.
