Community Engagement Manager About HOC
The Housing Opportunities Commission of Montgomery County (HOC) exists to provide people with low and moderate incomes the opportunity to live in safe, affordable, high-quality housing in Montgomery County. We strengthen families by offering opportunities for personal and economic growth through partnerships and supportive services.
To achieve this mission, HOC operates as a Public Housing Authority (PHA), a housing finance agency and an affordable housing developer. HOC serves approximately 20,000 residents, owns more than 9,400 rental units, and has provided mortgages and home ownership assistance to more than 2,000 first-time home buyers.
About Resident ServicesHOC's Resident Services Department strives to enhance the lives of HOC customers by coordinating and implementing a vast array of high-quality programs, services, and resources. Through collaborative partnerships with Montgomery County, the federal government, and various community-based organizations, Resident Services offers comprehensive service coordination, impactful resident programs, and robust supportive housing services to individuals and families who reside in HOC owned-managed properties or receive HOC housing subsidies, as well as applicants on HOC's waitlist.
Reporting to the Vice President of Resident Services, the Community Engagement Manager is a dynamic, collaborative, and purpose-driven leader with a focus on Program Development, Strategic Partnerships, and Community Engagement.
Note:
This is a hybrid position. Newly hired employees are eligible to work remotely two days a week once the 6-month probation period is successfully completed.
Job Duties include, but are not limited to the following:
Team Leadership & Staff Development
- Provide overall leadership, management and strategic direction to staff within the Community Engagement team; oversee the day-to-day operations of the unit; directly supervise four full-time staff: (1) Community Engagement Supervisor, (2) Program Specialists, and (1) Program Assistant. Occasionally supervise temporary staff.
- Co-develop program guidelines, procedures, and policies for staff;
- Coach and mentor team members to grow their skills ensuring employees receive ongoing training;
- Represent HOC at meetings, events and partner engagements.
- Develop and implement a comprehensive community engagement strategy that aligns programs, events, services and initiatives with the Cradle-to-Career Model and Whole Family approach;
- Oversee and administer key programs such as Youth Enrichment Services (YES), Adult Education & Workforce Development (AEWD), and the Fatherhood Initiative Program (FIP) and provide oversight for annual large-scale resident events;
- Conduct special initiatives and support emergency response efforts for residents of HOC properties as needed.
- Cultivate and maintain trusted relationships with a wide range of non-profit, for-profit, and government organizations focused in education, employment, health, general social services, nutrition, childcare, legal, and other relevant industries.
- Collaborate internally with the legal and procurement divisions to establish formal agreements.
- Develop, monitor, and report key performance metrics and program outcomes to assess the value and impact of services delivered;
- Oversee data collection, analysis, and processes for continuous improvements;
- Ensure programs meet grant standards where applicable;
- Manage the affiliated operating budgets for all programs and services.
Please Note:
This position includes the performance of other duties as assigned.
- Experience: At leastten (10) years of substantial and demonstrable experience in the field of Social Work, Social Services, Human Services, or a related field including at least three (5) years in a supervisory or leadership role.
- Education: Master's degree in Social Work, Human Services, Psychology, Sociology or a related field.

- Strong program development, project management, and organizational leadership skills.
- Excellent interpersonal skills, cultural humility, and the ability to engage sensitively and constructively with department and agency leadership.
- Exceptional oral communication skills including comfort with speaking publicly in a variety of settings and ability to articulate complex ideas clearly and persuasively.
- Effective written communication skills including experience with preparing reports, briefings, and other written content.
- Ability to work independently, meet deadlines and exercise good judgment.
- Knowledge of program development, implementation and evaluation.
- Exceptional leadership skills with the ability to coach and guide staff.
- Considerable knowledge of Social Work/Social Service practices and programs.
