OverviewThe Food and Drug Administration (FDA) requires monitoring of a nationwide security command center and administration of the FDA Incident Response System. The command center operates 24 hours a day, 7 days a week, and 365 days a year, consisting of a Building Access System (BAS), Closed-Circuit Television (CCTV), Emergency Intercom Security System, and the Incident Management System (IMS). The Console Operator continuously administers, operates, and monitors FDA security systems and performs related tasks.
The Console Operator must be available to work any of the following shifts on any scheduled day from Sunday through Saturday, including irregular hours, nights, holidays, overtime, extended shifts, and weekend shifts as operational tempo dictates.
Day Shift: 6:00 a.m. to 2:00 p.m.
Evening Shift: 2:00 p.m. to 10:00 p.m.
Midnight Shift: 10:00 p.m. to 6:00 a.m.
- Maintain a shift log documenting activities including post changes, alarm responses, guard dispatch, and activation of police or EMS.
- Receive telephone calls for service and walk‑in inquiries, take appropriate actions per procedures, and refer callers as needed.
- Notify the FDA Physical Security Branch of any discrepancies regarding emergency call list updates.
- Notify appropriate authorities in other FDA departments of situations requiring attention after regular business hours per established procedures.
- Operate and monitor security systems to respond promptly to alarms, failures, and unusual activities.
- Operate radio and telephone communications equipment for prompt service responses.
- Vigilantly monitor perimeter and CCTV for suspicious persons or criminal activity and direct police, guards, or federal protective services to investigate.
- Continuously monitor designated CCTV and video recording equipment and provide written reports of incidents.
- Meet with FDA representatives regarding security investigations as directed by the FDA Project Officer.
- Prepare security procedure violation reports with associated documentation.
- Present a neat appearance and be easily recognized as a contractor employee by wearing proper attire and badges.
- May be required to escort material to be shredded or for trash collection purposes.
- Abide by security regulations applicable to the site.
The Console Operator will receive training to perform the duties of an Alternate Shift Supervisor on occasion.
- Assume responsibility for daily operation of the command center in support of the team’s objectives.
- Enforce FDA and company policies and procedures.
- Work closely with the Program Manager.
- One to two years of physical security, guard force, or alarm monitoring experience is preferred.
- Ability to work a variety of shifts, including nights, weekends, and holidays as required.
- Potential requirement for overtime.
- Fluency in English with reading, writing, and comprehension of technical documentation.
- Effective written and oral communication and interpersonal skills to interact with all personnel levels and the public professionally.
- Initiative and independent judgment within established guidelines.
- Proficiency with Microsoft Office Suite (Word, Excel, Access, and e‑mail).
- In-depth knowledge of console operator duties and responsibilities.
- Ability to respond to incidents with tact, professionalism, and attention to detail.
- Responsibility for safeguarding all government property.
- Maintain skillfulness and proficiency in all areas of responsibility.
- Exceptional customer service and communication skills.
- Flexibility to adapt to changing environments and situations.
- Maintain satisfactory attendance and punctuality.
- Build and maintain respectful working relationships.
- Must successfully complete and obtain a Level One Central Station Operator certification within the first 90 days of employment.
