Under the general supervision of the Program Manager for the Maryland Office for Refugees and Asylees (MORA), the incumbent will support coordination of MORA programs, in particular those that support the achievement of self‑sufficiency among Maryland’s refugee populations. This includes facilitating and ensuring the quality of programs focused on workforce development, employability services, business engagement efforts, and overall assistance to barrier reduction of MORA’s refugee populations, as appropriate.

The incumbent will represent MORA to other state agencies who support self‑sufficiency, including the Maryland Department of Labor (DOL) and the Maryland State Department of Education (MSDE), and will co‑coordinate the Skilled Immigrant Taskforce with these and other stakeholders. The position will provide support to MORA’s network of grantees to address self‑sufficiency barriers in the broader community, monitor program performance to achieve quantifiable outcome measures, and contribute to the development of new employment sectors for refugees.

The incumbent will recommend, develop, and implement rules, regulations, standards and controls for carrying out the work of self‑sufficiency programming, collaborating with grantees and other states to develop best practices in workforce development, and provide both internal programmatic trend information and national trend data on refugee training and employment best practices.

• Provide support to the network of MORA contractors that provide self‑sufficiency and employment services to eligible populations.
• Coordinate opportunities for contractors to develop proposals to maintain ongoing programs or implement innovative new ideas based on measurable program performance.
• Understand federal regulations regarding employment and training activities and apply these to deliver state‑level programs that are compliant while maintaining integrity of the Maryland Employment Model.
• Facilitate monitoring of refugee self‑sufficiency programming.
• Oversee the collection, presentation, and analysis of periodic and trend statistical data concerning contractor program performance.
• Lead the development of partnerships with programmatic stakeholders.
• Co‑lead Maryland’s Skilled Immigrant Taskforce in partnership with other Maryland state agencies, such as DOL and MSDE.
• Facilitate and maintain relationships and partnerships with a variety of stakeholders, including federal, state, local government agencies, non‑profit organizations, businesses, and others.

• Education:
  
  A Bachelor’s degree from an accredited college or university.
• Experience:
  
  Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

• Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year‑for‑year basis for the required education.
• Candidates may substitute graduate level education at an accredited college or university in a human services related field at the rate of 30 credit hours per year for up to two years of the required experience.
