Program Manager; Fleet and Family Readiness Director

This position is assigned to Fleet and Family Readiness (FFR);
Commander, Navy Region Northwest, Silverdale, WA. Incumbent serves as the Program Manager (Regional Fleet and Family Readiness Program Director). The primary purpose of this position is to provide technical direction, guidance, oversight, and leadership for Quality of Life (QoL) and Quality of Service (QoS) programs for Navy personnel and their families within the geographic area of responsibility (AOR).

• At least seven years of progressively responsible experience managing multiple Quality of Life (QoL)/Quality of Service (QoS) programs for military service members and their families.

• Knowledge of principles, concepts, legislative requirements, and regulations governing military QoL/QoS programs, including MWR, FFSP, CYP, and military housing sufficient to design, evaluate, and modify complex region-wide support systems that directly impact fleet and family readiness, retention, and resilience.
• Knowledge of and ability to utilize principles, methods, and techniques of business administration and program management.
• Knowledge of NAF and APF financial management policies, regulations, and budgeting processes sufficient to allocate resources, issue binding budget guidance, and maintain strict execution accountability across a multi-million dollar regional portfolio, ensuring fiscal soundness and audit compliance under shifting fiscal environments.
• Knowledge of evaluative and analytical processes and methods sufficient to select and apply appropriate evaluation and measurement techniques to measure and evaluate program performance.
• Knowledge of CNIC and region AOR organizational structure, functions, and mission.
• Knowledge of QoL/QoS program requirements determination.
• Knowledge of DoW, DON, and CNIC policy development.
• Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
• Skill in conducting and directing complex technical, economic, and operational feasibility studies to identify cost‑saving initiatives, resolve systemic or controversial program deficiencies, and optimize resource utilization.
• Skill in and ability to conceptualize, develop, and implement long‑range strategic plans, regional policies, and organizational standards.
• Skill in and ability to communicate effectively, both orally and in writing, with Navy claimants, municipal/state/federal agencies, and civilian and military leadership.
• Ability to direct multi‑location QoL/QoS programs to support force readiness and retention.
• Ability to develop, apply, and adjust experimental theories and plans to problems which are not responsive to resolution by accepted methods sufficient to attain program objectives.
• Ability to make decisions or recommendations significantly changing, interpreting or developing important FFR services policies or programs.
• Ability to lead inter‑service initiatives, resolve deep‑seeded programmatic conflicts, and secure formal agreements.
• Ability to perform the full range of supervisory duties.
