Position: L&I Electrical Construction Inspector 1 (In-Training)

Job Summary

Become an Electrical Construction Inspector 1 at Washington Department of Labor and Industries. Provide safety inspections of electrical installations, fight fraud and abuse, and promote a level playing field for honest contractors.

Duties
  • Check individuals and companies performing electrical installations for compliance with licensing, certification, and permitting requirements. Issue citations for non‑compliance.
  • Conduct field investigations and compile investigation reports.
  • Issue approval notices for electrical installations and write correction notices when there are code violations.
  • Issue electrical fee due notices when required by appropriate WAC rules.
  • Answer questions about the National Electrical Code (NEC) and Washington State wiring rules and regulations.
  • Maintain good relations with contractors, architects, engineers, electric utilities and private parties engaged in the use and installation of electrical equipment.
  • When required, prepare testimony and testify on behalf of the Department before an Administrative Law Judge, the Electrical Board, and other courts regarding investigations and findings.
  • Ensure compliance with electrical laws and rules.
  • Develop and deliver technical and policy training to assigned inspectors as determined by the Supervisor.
  • Perform other duties as specified by the Department.
Training and Advancement

Positions will be considered In‑Training for 24 months. Within this period, you will learn and apply L&I rules, policies, State laws, and best practices in relation to electrical inspections. By the end of the training period, you will be a full‑fledged L&I Electrical Inspector 2.

Required Qualifications
  • A valid Washington General Journey Level Electrician (EL01) license and/or certificate issued by L&I and four years’ experience as a journey‑level electrician in the electrical construction trade installing and maintaining electrical wiring and equipment.
  • AND four years (of the last eight years) experience as an EL01 engaged in the electrical construction industry working on new installations installing NEC‑compliant wiring methods.
  • OR a valid Washington General Journey Level Electrician (EL01) license and/or certificate issued by L&I and four years’ experience as a journey‑level electrician performing the duties of an electrical inspector employed by the Department or a city or town with an approved inspection program under RCW 19.28.141.
  • All applicants must have a passing score on the Electrical Program Pre‑Assessment.
  • Must possess a valid unrestricted driver’s license to travel to inspection sites.
Desired Qualifications
  • Possession of a valid WA State general administrator certificate (AD01) or a valid master general electrician (ME01) certificate.
  • Demonstrated experience in a cross‑section of electrical work in the electrical construction industry.
  • Thorough knowledge of RCW 19.28, WAC 296‑46B, and the National Electrical Code and the ability to apply them on the job.
  • Proficient in operating basic electrical testing equipment.
  • Ability to read and interpret electrical plans.
  • Basic computer skills with emphasis on Microsoft products.
  • Ability to use multiple computer programs, including databases and word processing, to search for or enter/update information.
  • Ability to enforce governmental laws, rules and regulations and initiate enforcement actions fairly and objectively.
  • Effective persuasion skills to encourage voluntary compliance with laws, regulations, and policies.
  • Ability to inspect work sites personally and collect, organize and document data for investigations.
  • Critical observation skills to inspect physical structures and detect problematic situations.
  • Conflict resolution skills and ability to lead rational problem‑solving processes.
  • Independent judgment to evaluate information and determine compliance with applicable laws and standards.
  • Decisive action under limited or ambiguous circumstances while maintaining quality.
