Penn Aero is hiring a Senior Design Engineering Manager at our RSA Engineered Products Company in Simi Valley, CA. RSA provides flight‑critical components and assemblies for the commercial, defense and business jet markets. RSA designs and produces custom‑engineered high pressure/high temperature ducting assemblies and connectors such as the Peri‑SealTM, flexible joints, hoses, ozone converters, and other complex assemblies to meet stringent customer needs.
As a direct report to the Engineering Director, the Design Engineering Manager will plan, organize, implement, and control engineering, research and development, and design activities to meet company business goals and customer requirements on time and within cost. The Manager will have direct reports. Projects include new product development, RSA IP designs, build‑to‑print, design to spec, and other relevant design activities from RFP through contract award, detailed design, design validation/certification, initial production, and sustaining engineering efforts.
This role is required to be on‑site five days a week at the Simi Valley location.
Responsibilities- Manage an engineering department with diverse disciplines.
- Organize, schedule, and supervise R&D, design, and manufacturing engineering to ensure projects finish on schedule and within cost.
- Generate aircraft certification documentation, including design calculation reports, test procedures, test reports, 3D modeling, 2D engineering drawings, and engineering orders.
- Peer review detailed design activities, including manufacturing drawing review, stress analysis, and project schedules.
- Evaluate engineers’ performance, track developmental needs, and mentor junior engineers.
- Establish department budget and personnel requirements.
- Support marketing in technical/customer presentations.
- Ensure design compliance with customer requirements.
- Schedule design reviews, departmental meetings, and interdepartmental presentations.
- Take a hands‑on approach while giving appropriate direction.
- Set engineering standards and policies that promote technical excellence and interdepartmental cooperation.
- Implement appropriate design/office automation tools and methods to improve efficiency of design and documentation tasks.
- Perform other duties as assigned, conform to company safety policies, and work in a team environment.
- Bachelor’s degree in Mechanical Engineering, Physics, Electrical Engineering, Aeronautical Engineering, or Industrial Engineering (advanced degree preferred).
- 8+ years of experience in metallic or composite ducting and motion compensator design per ARP‑699 guidelines as Project/Systems Engineer or equivalent experience in ECS, bleed air, AMS component design in valves, heat exchangers, turbo machinery, fuel tank inert systems, wing‑anti‑ice, ram air, pneumatic systems, or structural design.
- Proficiency with FEA/FEM tools such as MSC NASTRAN, PATRAN, ANSYS, ATA NASTRAN, FEMAP.
- Experience with aircraft certification to EASA, Transport Canada, or FAA 14 CFR FAR 25.
- Experience from program kick‑off to milestones including PDR, CDR, PRR, SOF, EIS.
- Project management skills and ability to work with internal/external customers.
- Experience writing certification documentation (ATP, QTP, QTR, etc.).
- Test experience per RTCA‑DO/190 or MIL‑STD‑810 (vibration and environmental tests).
- Ability to read and support 3D models and 2D drawings with dimensioning and tolerance per ANSI/ASME Y14.5.
- Support manufacturing during product development, especially initial design for manufacturability.
- Knowledge of industry specifications such as MIL, AN, MS, NAS, ASTM, AMS.
- Preferred experience with sheet metal/composite manufacturing, CAD software (CATIA V5 or Solid Works), and LabVIEW data acquisition/control.
- 25% or less travel.
- Access to technical data and/or hardware subject to U.S. export control laws (ITAR/EAR); employment contingent upon U.S. Person verification.
The expected pay range for this position is $115,000 – $170,000. Compensation may vary based on qualifications, skills, experience, and location. The role may include equity, commissions, or other variable performance‑related bonuses, as determined during the interview process.
