Position Summary EBAD is seeking an experienced and highly organized Government Property Administrator to provide centralized ownership of the company's government and customer property management activities. This individual contributor will administer property throughout its full lifecycle, including acquisition, receipt, identification, records, movement, physical inventory, reporting, maintenance, utilization, disposition, and contract closeout. The ideal candidate is a hands‑on subject‑matter expert who can interpret contractual and regulatory requirements, translate them into practical business controls, and work effectively across Contracts, Supply Chain, Material Control, Program Management, Finance, Engineering, Quality, EHS, and site operations.
This position will serve as EBAD's primary coordinator for government and customer property matters and will help build a scalable, audit‑ready property management framework as the business continues to grow.
Administer EBAD’s government and customer property management system in accordance with contractual requirements, FAR Part 45, FAR 52.245-1, applicable DFARS requirements, customer direction, and company procedures. Review contracts, purchase orders, modifications, and applicable clauses to identify property ownership, accountability, reporting, identification, inventory, and disposition requirements. Maintain and improve EBAD’s Property Management Plan, procedures, work instructions, forms, training materials, and internal controls.
Coordinate the full property lifecycle, including acquisition, receipt, inspection, identification, tagging, storage, movement, use, maintenance, inventory, shipment, and disposition. Maintain accurate property records reflecting ownership, contract and project association, location, quantity, condition, acquisition information, inventory history, movement, and disposition status. Plan and document required physical inventories, reconcile results, and lead resolution of discrepancies. Prepare accurate and timely customer and government property reports and maintain supporting objective evidence.
Conduct periodic self‑assessments and lead corrective actions arising from internal reviews, customer audits, and Property Management System Analyses. Manage aging, excess, inactive, damaged, lost, scrapped, or consumed property, including required investigations, notifications, customer direction, and disposition. Support contract and program closeout by ensuring accountable property is properly returned, transferred, consumed, or dispositioned. Develop and deliver role‑based training and provide ongoing guidance to employees responsible for government or customer property.
Coordinate property requirements and oversight for suppliers and subcontractors. Establish performance measures and use property data to improve record accuracy, reporting, inventory completion, movement controls, corrective‑action closure, and disposition. Support proposals and contract reviews by identifying property requirements, risks, assumptions, and resource impacts.
Bachelor's degree in business, supply chain, logistics, contract management, accounting, operations, or a related discipline is preferred. Equivalent combinations of education and directly relevant experience may be considered. Three or more years of experience in government property administration, asset management, inventory control, government contracting, logistics, or a related compliance function.
