Project Manager – Public Works
Position under the general direction of the City Engineer coordinating and administering construction, maintenance and development of public works and utility facilities city-wide. The work involves supervising the design and construction of streets, bridges, water and sewer systems, and other public works projects.
Responsibilities- Plan, develop, research and analyze special project initiatives designed to improve service delivery and quality of life in Sioux City including public utilities, city services, environmental issues, economic development and related areas.
- Coordinate construction contracts and conduct periodic on‑site observations to ensure contract compliance; provide cost estimates, budgets, and project schedules; monitor project budgets to achieve successful completion and grant compliance.
- Consult with various departments to determine project scope and requirements; gather and prepare information regarding design, specification, materials, equipment, estimated costs, and timeline.
- Oversee and direct construction projects from conception, design to completion; scope projects to determine deliverables and budgets; prepare internal and external reports on job status.
- Determine methodologies, information resources and techniques for architectural research, planning, and programming studies.
- Review and recommend work of design teams during development of new construction and modernization projects.
- Keep supervisors and designated others fully and accurately informed about work progress, potential problems, and suggestions for improvement.
- Research and review State and Federal regulations and proposed amendments related to Public Works.
- Respond to citizens’ questions and comments in a courteous and timely manner.
- Ensure compliance with City, State, and Federal policies and ordinances.
- Administer consultant contracts for project design development work and participate in selection processes.
- Manage teams of consultants and contractors.
- Implement quality construction standards and practices to ensure quality and safety.
- Effectively communicate verbally and in writing, preparing contracts, schedules, expenditures, and project reports.
- Maintain productive relationships with managers, design and engineering consultants, and contractors; engage in problem‑solving, team‑building, and partnership to achieve departmental and city objectives.
- Prepare clear, concise, and comprehensive written reports and presentations using plans, drawings, graphics, spreadsheets, and other methods.
- Temporarily perform duties outside of normal classification in case of a declared emergency, and report to work if excused.
Skills and Abilities
Ability to speak and see clearly, generate preliminary design documents, interpret plans and instructions, maintain financial records, and communicate effectively. Ability to establish and maintain productive relationships and engage in problem‐solving and team building.
Job KnowledgeProject management methods and practices for planning, budgeting, scheduling, performance monitoring, and evaluation; knowledge of engineering principles, project preparation, Capital Improvement Program procedures, and relevant federal and state laws.
Language Ability and Interpersonal CommunicationStrong written and verbal communication; ability to write and speak effectively with employees, city council, and the public; ability to work as a team member and relate to diverse populations.
Physical RequirementsRegularly lifts up to 10 pounds and occasionally lifts up to 30 pounds.
Work EnvironmentApproximately 50% of work performed in office; remaining work includes outdoor field conditions and travel to meet with various stakeholders. Must obtain a valid driver’s license within six months of employment.
Education and ExperienceGraduation from an accredited college or university with a Bachelor’s Degree in architecture, engineering, construction, facilities management, business administration, public administration, planning or related field. Minimum three (3) years of full‑time professional‑level experience in design and/or construction project management and budgeting. Equivalent combinations of education and experience may substitute for one year of full‑time experience.
