Position: Project Manager (Engineering) (Civil Service)

Description

Project Manager who coordinates and administers construction, maintenance, and development of public works and utility facilities city-wide. Under the general direction of the City Engineer, the role involves supervising the design and construction of streets, bridges, water and sewer systems, related facilities, and other public works projects. Applicants should have thorough knowledge of principles and practices of civil engineering, survey systems, and drafting.

The City requires employees to reside within thirty (30) miles of the City of Sioux City limits (Iowa, Nebraska, and South Dakota). Work hours are Monday through Friday, 8:00 AM–4:30 PM.

Responsibilities
  • Plans, develops, researches, and analyzes special project initiatives to improve service delivery and quality of life in Sioux City.
  • Coordinates with stakeholders in the administration of construction contracts, conducts periodic on-site observations to ensure contract compliance; provides cost estimates, budgets, and project schedules.
  • Consults with various departments to determine project scope, gathers and prepares information on design, specifications, materials, equipment, costs, and timelines.
  • Oversees and directs construction projects from conception through completion; scopes projects to determine deliverables and budgets; prepares internal and external reports on job status.
  • Reviews and recommends approval of the work of design teams during new construction and modernization projects.
  • Ensures compliance with City, State, and Federal policies and ordinances.
  • Administers consultant contracts for project design development work and participates in selection processes; manages teams of consultants and contractors.
  • Implements quality construction standards and practices to ensure quality and safety.
  • Effectively communicates verbally and in writing, including preparation of contracts, schedules, expenditures, and project reports.
  • Maintains productive relationships with managers, design and engineering consultants, and contractors; engages in problem‑solving, team building, and partnerships to accomplish departmental and city leadership objectives.
  • Prepares clear, concise, and comprehensive written reports and presentations to audiences with varying familiarity.
  • Temporarily performs duties outside of normal classification in the event of a declared emergency.

Job Knowledge: Project management methods and practices; principles and practices related to planning, budgeting, scheduling, monitoring performance; general management principles; capital improvement program procedures; federal, state, and local laws and ordinances.

Language Ability and Interpersonal Communication: Effective communication with customers, employees, city council, and public; ability to read in English; apply common sense; work in a team; maintain relationships with diverse communities.

Physical Requirements: Regularly lifts up to 10 pounds and occasionally up to 30 pounds.

Work Environment: 50% of work performed in office; rest outdoors with varying weather; travel to jobsites, meetings, conferences.

Minimum

Required Qualifications

Must obtain a valid driver’s license within six (6) months of employment.

Graduation from an accredited college or university with a Bachelor’s Degree in architecture, engineering, construction or facilities management, business administration, public administration, planning or related field and coursework in architectural/engineering design; and three (3) years of full‑time professional‑level experience in design and/or construction project management and budgeting, project administration, development, research/evaluation or management.

Alternatively, a combination of education and experience equivalent to one year of full‑time work where duties are directly related to project development and management.
