Position: 2 Construction Manager (Montrose, NY)

Planate Management Group (PMG) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in Alexandria, Virginia, and Orlando, Florida USA with a technical support center in South East Asia and East Africa, that provides program management and facilities engineering services worldwide. Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies, all over the world.

We are seeking an experienced Construction Manager that will support the EHRM Infrastructure Upgrades Project at the Hudson Valley Health Care System, FDR Veterans Affairs Medical Center in Montrose, New York. You will provide on-site construction management support throughout the construction phase, working closely with the Contracting Officer Representative (COR), project stakeholders, and construction contractors.

Salary range for this position is $100,000 – 120,000/year (range varies depending on experience and qualifications).

This position is contingent upon contract award. If awarded, the contract will be one base year with one option year.

Key responsibilities:
  • Coordinate submittal reviews and manage the submittal process, ensuring proposed materials and methods comply with project specifications, VA standards, codes, and VA Medical Center requirements.
  • Review, monitor, and maintain construction schedules, tracking milestones, phasing, workflow, material deliveries, inspections, testing dates, and long-lead items.
  • Document, track, monitor, and coordinate Requests for Information (RFIs), responses, and other construction-related documentation.
  • Perform field verification and maintain as-built drawings, ensuring changes and modifications are accurately reflected throughout the project.
  • Conduct routine construction inspections to verify compliance with contract requirements, identify non-conforming work, and notify the COR of work requiring correction.
  • Compile and document site observations, defects, omissions, and corrective actions, and prepare observation reports, sketches, drawings, and modification narratives.
  • Coordinate with the General Contractor, project stakeholders, and testing agencies to support construction activities, commissioning, and project closeout.
  • Assist in resolving construction issues by recommending courses of action, providing troubleshooting support, and supporting claims analysis and dispute resolution.
  • Support additional construction-related activities, including change order administration, cost estimate reviews, owner-furnished equipment coordination, operational and maintenance data review, and closeout submittals, as required.
Qualifications to be successful in the role:
  • Graduate of Architectural, Engineering, Construction Technology, or Construction Management college curriculum four (4) year degree minimum and a minimum of 3 years of relevant construction management experience.
  • Construction Administration Professionals lacking a college curriculum may substitute the education requirement with an additional 3 years of relevant construction management experience.
  • Advanced knowledge of construction practices and techniques, e.g., proper applications of construction materials and methods of installation in the professional’s area of expertise.
  • OSHA 30 (or greater) certification within the last 5 years.
  • Knowledge of applicable professional practice standards, including The Joint Commission (TJC), Occupational Safety and Health Administration (OSHA), and VA policies and design standards.
  • Ability to obtain a favorable National Agency Check (NACI) and VA Personal Identity Verification (PIV) card.
  • Must possess a valid US driver’s license.
Relevant/Related Project

Experience:
  • Experience with hospital Information Technology/Low Voltage Infrastructure construction or maintenance. Specific experience with Electronic Health Records Management Systems preferred.
