The Special Assets Manager serves as the primary analyst and point of contract for managing, monitoring, restructuring, and recovering high‑risk, non‑performing, or adversely graded loans for GOED's loan programs. Working closely with colleagues, applicants, and lenders around the state, you will be on the leading edge of South Dakota's economic development efforts.

This position evaluates the substantive merits of the loans in the portfolios to analyze distressed assets while negotiating with borrowers to develop exit strategies and to ensure compliance. The Special Assets Manager provides recommendations for action on the basis of the project's merits to include; impact to South Dakota's local, regional, and state economy; creditworthiness; need; risks; collateral; and loan structure.

The Special Assets Manager is responsible for overseeing and communicating the agency's credit risk across the loan portfolios to ensure adherence to credit policies and internal controls. Additionally, the Special Assets Manager takes the lead in evaluating complex credits, and will present findings and recommendations in both written and oral form to a variety of levels of approval.

The Special Assets Manager at GOED will work with financial spreading software to enter and analyze financial data for business applicants and for existing borrowers. The Special Projects Manager will work closely as the strategic credit leader with the Regional Team Loan officers to maintain and monitor existing credits in the portfolios, while working with the partnering lenders on structures, analysis, funding, closing, and servicing closed loans.

The position must interpret and apply State and Federal rules and regulations to ensure the selected loan program meets the needs of the project. In addition to loan officer duties, this position may assist with other duties at GOED that are commensurate with organizational needs, requirements, and which contribute to the success of GOED and the State of South Dakota.

Occasional overnight travel required.

The Ideal Candidate Will Have

A bachelor's degree (Master's or MBA preferred) in business, finance, economics, or a related field combined with 4-5+ years of practical credit analysis experience in commercial lending, credit risk management, or economic development financing is preferred. Applicants with demonstrated expertise in complex credit structuring, loan workouts, and portfolio management are encouraged to apply. Applicants must have excellent written and oral communication skills.

This position is exempt from the Civil Service Act.
