REQUIREMENTS
EDUCATION LEVEL:
B.S. or B.A. in Business Administration or related field. MBA, CPA preferred.
EXPERIENCE DESIRED:
Two years experience as a school business official in an elementary and/or secondary school system preferred.
PHYSICAL REQUIREMENTS:
This position requires constant hand-eye and mind-eye coordination, hearing: intermittent speaking, sitting, and walking.
OTHER REQUIREMENTS:
Demonstrated proficiency in the use of a computer.
- Supervises Purchasing Supervisor, Comptroller, and Supervisor of Food Service.
- Assists in the selection, assignment and evaluation of business management personnel.
- Conducts and monitors the day to day operations of the Finance Office.
- Identifies opportunities for professional growth of the Finance Office staff with respect to clinics, workshops, conferences, conventions, professional organizations and appropriate inservice education programs.
- Submits an annual budget for the operation of the Finance Office to the Superintendent.
- Serves on, or designates Finance Office staff to serve on committees and councils as needed.
- Oversees out of district travel clerk and claims.
- Serves as Clerk of the School.
- Conducts and projects fiscal planning in terms of the educational needs of the District within the resources provided.
- Develops the District budget in conjunction with the Superintendent.
- Provides a system for purchasing equipment and supplies.
- Interprets Board policy and statutes regarding purchasing.
- Works with the Purchasing Supervisor in making recommendations to the administrators and the Board.
- Administers an accounting system which provides information as a basis for formulating policies and decisions and that provides for proper safeguards for the custody of public funds in accordance with all policies and statutes. Administers the general operating, insurance trust fund, debt service, special education, food service fund and capital outlay funds of the District; provides for proper control of receipt and disbursement of monies for the funds.
Provides for continuing process of internal audit control of school business administration processes. Administers the preparation of District monthly and annual financial reports. Ensures all federal grant reporting is accurate and complies with federal standards.
- Administers the property and casualty insurance program of the District (policies, insurable values-building and contents, coverages to be provided, claims and reporting, insurance procurement procedures, etc.).
- Oversees health insurance administration and advises and assists the District Insurance Committee.
- Administers a system for the preparation of payroll and benefits for all personnel; makes payment of same in accordance with individual contracts and District policies.
- Oversees the payroll process to ensure that all federal and Internal Revenue Service requirements are met.
- Oversees the annual election process to ensure that all laws, rules and procedures are properly followed.
- Identifies bills that affect the District and assigns them to the proper administrator for evealuation.
- Oversees maintenance of the bill tracking system and provides regular reports on pertinent bills to the Board.
- Responsible annually for calculating 5-year enrollment projections by grade.
- Responsible annually for calculating building level enrollments by grade.
- When developing a multi-year capital improvement plan, assist in developing long-term building-level projections by grade.
- Cooperates with the Community Relations Specialist in the dissemination of information to the public regarding District financial affairs.
- Assists in establishing and maintaining good relations with civic, professional, service, parent organizations, legislators and the community in general; and by having an active interest and involvement in community activities.
- Performs other duties as assigned by the Superintendent.

Pay Day:
Last working day of each month.
