Responsibilities
  • Manage IQ task orders for Mechanical, Electrical, or civil/buildings disciplines, including estimate, client integration, bidding coordination, execution, and completion for both in-house and subcontracted projects.
  • Prepare drawings, plans, and specifications for construction and repair projects.
  • Develop project plans, specifications, and planning documents.
  • Prepare estimates for vendor or subcontractor selection.
  • Confer with engineers, architects, customers, contractors, and subcontractors on changes and adjustments to cost estimates.
  • Complete job plans for in-house work orders and IQ, including task development, bill of materials, and supporting information such as permits and safety.
  • Analyze blueprints and documentation to prepare time, cost, materials, and labor estimates.
  • Consult with clients, vendors, and foremen to discuss and formulate estimates and resolve issues.
  • Prepare estimates used by management for planning, organizing, and scheduling work.
  • Prepare cost and expenditure statements and other documentation at regular intervals during the project.
  • Assess cost effectiveness of products, projects, or services, tracking actual costs relative to bids as the project develops.
  • Review material and labor requirements to decide whether to produce or purchase components.
  • Work closely with the Procurement Lead on key subcontracting actions and with Maintenance Supervisors, shops, and DPW counterparts to ensure project success.
  • Work closely with Tessera QC to ensure QC plan is developed and executed.
Qualifications
  • Associate’s degree in construction or maintenance management preferred.
  • Minimum of five (5) years of experience in planning, estimating, facilities maintenance, or construction management.
  • Knowledgeable in maintenance and construction materials, methods, practices, and costs.
  • PMP, Construction Quality Management for Contractors (U.S. Army Corps of Engineers), or equivalent preferred.
  • Ability to obtain and maintain CAC system clearances.
Physical Requirements
  • Ability to perform extended periods of work with or without assistance.
  • Must be able to lift and/or move up to 50 pounds.
  • Reach, kneel, walk, stand, and use repetitive motion for several hours.
  • May require repetitive motion, reaching, lifting, kneeling, walking, standing or sitting for several hours, climbing in and out of a vehicle, and stairs.
  • Ability to work effectively under pressure for extended periods.
Requirements
  • Valid state driver’s license and ability to obtain coverage under Tessera’s insurance.
  • REALID‑compliant driver’s license or acceptable equivalent (U.S. passport or military ) for installation access.
  • Ability to obtain and maintain applicable security clearances and installation access.
  • Background check and E‑Verify will be conducted.
