North Pacific Fuel Operations Manager - Dutch Harbor
Reporting to the Vice President, Operations, the NPF Operations Manager (Dutch Harbor) is responsible for the leadership, management and oversight of the Company’s fuel distribution terminals in Dutch Harbor, Alaska. This role works with the local leadership team and corporate support functions to achieve the Company’s "Excellence in Energy" performance objectives and continuous improvement initiatives. As the senior site leader, this position is accountable for day-to-day operations, regulatory compliance, and sustainable business performance.
This position is based out of the Company’s Dutch Harbor location. Preference will be given to candidates available for full-time local residency; however, consideration will also be extended to a rotational schedule in partnership with a counterpart with shared roles and responsibilities.
- Provide strategic leadership and oversight for all Dutch Harbor operations, setting performance standards and ensuring alignment with Company goals.
- Oversee site managers, ensuring effective hiring, training, and development of teams to maintain high safety, compliance, and customer service standards.
- Direct the delivery and distribution of all fuel and petroleum products, ensuring operational reliability and customer satisfaction.
- Cultivate and expand the customer base, identifying new business opportunities and maintaining strong client relationships.
- Maintain regular executive-level communication with the VP, Operations regarding inventory, sales, projects, infrastructure maintenance, business development, and community matters.
- Prioritize and monitor maintenance of all facilities, equipment, and housing units, ensuring operational readiness and regulatory compliance.
- Serve as the primary local contact for government agencies (ADEC, USCG, EPA, FIRE MARSHALL, OSHA), ensuring full compliance with all regulations.
- Oversee local environmental response and reporting, ensuring timely communication with authorities and internal stakeholders.
- Develop, submit, and manage annual operational budgets, ensuring fiscal discipline and adherence to approved plans.
- Participate in contract negotiations and supervise external contractors for site projects.
- Enforce company policies and procedures, fostering a culture of safety, integrity, and continuous improvement.
- Demonstrate knowledge of and willingness to learn about Inupiaq culture and values.
- Undertake additional projects and responsibilities as delegated by the VP, Operations.
- Education: Bachelor’s degree in Business Administration, Project Management, Supply Chain, Logistics or a related field preferred.
- Experience: Minimum of six (6) years of progressive experience in fuel distribution, operations management, supply chain, logistics or a related field, with a demonstrated track record in site leadership, preferred.
- Proven experience supporting remote operations, including logistics coordination and fuel handling within industrial or similarly complex environments.
- Oversight of maintenance programs or practices that deliver long-term infrastructure reliability through structured inspections, preventive maintenance and scheduled services.
- Strong organizational and analytical skills with the ability to interpret operational data, identify issues, and support informed decision‐making.
- Effective communicator with the ability to collaborate across cross‑functional teams, including operations, compliance, maintenance, finance, and customer‑facing groups.
- Demonstrated ability to build rapport across all levels; skilled at managing internal and external relationships and resolving conflict.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint); experience with operational and project management software.
- Strong knowledge of transportation contracts, regulatory requirements, and industry standards for fuel terminals.
- Sound reasoning and judgment in standardized and dynamic situations.
